About the position

The DMV Services Manager 3 in Research & Program Management is responsible for planning, organizing, coordinating, developing, and implementing various services and programs within the Department of Motor Vehicles. This managerial role involves overseeing subordinate supervisors, developing policies, managing resources, and ensuring the effective implementation of the Department Transformation Effort (DTE). The incumbent will also handle recruitment, vendor monitoring, legislative reporting, and budgetary assistance, while demonstrating strong communication skills and leadership capabilities.

Responsibilities

  • Plan, organize, coordinate, develop, and implement DMV services and programs.
  • Train, supervise, and evaluate the performance of subordinate supervisors.
  • Develop policies and procedures to meet departmental goals.
  • Allocate staff and resources effectively for the Department Transformation Effort (DTE).
  • Oversee recruitment processes and monitor Master Service Agreement contracts.
  • Assist with budgetary issues and legislative reporting.
  • Develop Requests for Proposals and participate in the selection process.
  • Review and track deliverables for projects and programs.
  • Test, implement, and provide training for new projects and programs.

Requirements

  • Bachelor's degree in business, public administration, or a related field and four years of professional experience in program development or implementation, including two years at a supervisory level.
  • High school diploma or equivalent and eight years of relevant experience related to motor vehicle registration or licensing, including two years at a supervisory level.
  • In-depth knowledge of personnel rules, regulations, and principles applicable to hiring, training, evaluation, and discipline.
