About the position

The Purchasing Manager for the Department of Corrections serves as the lead business professional overseeing procurements of commodities and equipment for the Department. This role is crucial in determining the appropriate purchase methods through the state contract utilizing the automated purchasing system for direct vendor solicitations. The Purchasing Manager is responsible for approving orders prior to submission to Central Management Services and overseeing staff in the procurement process. This position requires a proactive approach to managing procurement operations within a unique and dynamic environment, ensuring that all purchasing activities align with the department's goals and compliance requirements. In this role, the Purchasing Manager will plan, coordinate, direct, and manage the procurement of goods and services. This includes serving as a full line supervisor, managing procurement processes, and ensuring that the selection of appropriate purchase methods is executed effectively. The manager will also oversee field support functions and perform other duties as required or assigned, which are reasonably within the scope of the duties enumerated above. The ideal candidate will possess strong leadership skills and the ability to navigate the complexities of procurement in a correctional setting, while also fostering a collaborative and inclusive work environment.

Responsibilities

  • Plans, coordinates, directs, and manages procurement of goods.
  • Serves as full line supervisor.
  • Manages procurement of goods and equipment involving selection of appropriate purchase methods through state contract, automated purchasing system or direct vendor solicitations.
  • Approves orders in automated purchasing system prior to submission to CMS.
  • Manages field support functions.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Requirements

  • Requires knowledge, skill, and mental development equivalent to four (4) years college preferably with courses in Public or Business Administration.
  • Requires experience equivalent to three (3) years of progressively responsible administrative procurement experience in a public or business organization.

Nice-to-haves

  • Prefers at least three (3) years of experience working in finance administration.
  • Prefers at least three (3) years of working experience processing procurements.
  • Prefers at least three (3) years of experience utilizing E-Procurement systems and computer software programs.
  • Prefers at least three (3) years of supervisory experience overseeing three (3) or more staff.
  • Prefers at least two (2) years of experience working in a correctional setting.
  • Prefers at least two (2) years of experience drafting contractual language.
  • Prefers at least two (2) years of experience in contract review and evaluation.
  • Prefers at least two (2) years of experience preparing and leading employee-based training.
  • Prefers at least two (2) years of experience conducting independent research.
  • Prefers at least two (2) years of experience interpreting Departmental policy and procedures.
