About the position

CGI is seeking a DOD Financial Management Analyst to provide expertise to relevant budget and resource management principles and practices for developmental and operational programs. Knowledge, skills, and abilities in the PPB&E phases of the DOD budget. Capable of utilizing, adapting and developing budget and resource analytic tools, techniques, and processes for both technical and administrative support activities. Works as a member of the team and assists with solving complex problems. Additionally, this position will be responsible for assessing products and/or procedures for compliance with government standards, accounting principles, internal controls and multi-tiered systems application standards. This position is Hybrid with expectations to be onsite 3x's per week in Arlington, VA.

Responsibilities

  • Support FY Closeout guidance formulation, execution, and certification.
  • Support budget, accounting, and audit initiatives.
  • Ensure accuracy and timeliness of financial reporting in alignment with DoD and federal regulations.
  • Support the planning, policy, execution, and reporting of Financial Management (FM) Operations.
  • Support the development and maintenance of IT portfolio management frameworks and processes in alignment with client objectives.
  • Support the creation and provision of financial management training, assistance, and inspection programs.
  • Develop and implement Quality Control (QC) over financial reconciliations.
  • Support the formulation and execution of FM policies and procedures.
  • Formulate and provide briefings relative to FM Operations.

Requirements

  • US Citizenship and an Active DOD Clearance is mandatory.
  • 8 years of full-time experience providing DOD financial management related services.
  • Strongly preferred USMC or Navy FM experience.
  • Extensive understanding of Department of Defense (DoD) and federal financial regulations.
  • Strong knowledge of DoD and federal regulations, including FISCAM, FISMA, GAO Green Book, and OMB Circular A-123.
  • Ability to develop and deliver financial management training, assistance, and inspection programs.
  • Expertise in developing and implementing Quality Control (QC) measures over financial reconciliations.
  • Ability to identify discrepancies and data inconsistencies.
  • Excellent written and verbal communication skills.

Nice-to-haves

  • Experience with Defense Business System (DBS), Advana, Dormeant Account Review - Quarterly (DAR-Q), Defense Agencies Initiative (DAI), Information Technology Procurement Review System (ITPRAS), and Information Technology Procurement Review and Approval System (DITPR-DON).
  • Familiarity with year-end closeout procedures, including guidance formulation, execution, and certification.
  • In-depth understanding of accounting principles and standards.
  • Ability to create and deliver clear, concise briefings related to financial management operations.
