About the position

This position is located in the Office of Unemployment Compensation (OUC). The incumbent will work under limited supervision and will research, plan, develop, implement, and review policies, practices, reports, methods, and procedures that drive the accurate and efficient processing of unemployment insurance benefits data. The purpose of this position is to identify, review, define, and document workflow processes used to process unemployment insurance data. The incumbent will assist in the documentation of business requirements for UI projects. They will make recommendations and develop plans for process and procedural innovations. Coordination with Information Technology (IT) staff and subject matter experts is essential to reduce gap management by documenting all known procedural and business processes and creating solutions to resolve programmatic issues. The incumbent will perform short and long-range planning, review, analysis, and evaluation of program goals and objectives for the UI Benefits Division. They will analyze new and proposed legislation and regulations to determine their impact on program operations and management. Interpreting federal program guidance and devising methods and procedures for developing an integrated program plan that maximizes service delivery based on program objectives and priorities is a key responsibility. The incumbent ensures that the agency is in compliance with U.S. Department of Labor (DOL) reporting requirements and monitors the agency's efforts to meet the goals, UI Core Measures, and Acceptable Levels of Performance. Additionally, the incumbent will be required to track performance, manage required reports for federal performance monitoring, and assist with the development and updates of UI standard operating procedures. They will manage projects relevant to the UI Benefits Division in response to high-profile inquiries and requests from the U.S. Department of Labor (DOL), Office of Management and Budget (OMB), Government Accountability Service (GAO), Office of Inspector General (OIG), and the general public. The role involves researching and recommending new or revised operations and measures that result in USDOL performance compliance. The incumbent will also observe and analyze programs to verify reported information and to review compliance with guidelines or performance objectives. They will provide data analysis and prepare statistical reports to determine deficiencies in the Office of Unemployment Compensation and provide recommended actions necessary to correct inadequacies. Furthermore, they will make recommendations regarding the planning and managing of programs to enhance the quality of services and accomplishment of performance expectations set for employees and the department. The incumbent will work cooperatively with various levels of staff to meet development needs and will meet with federal representatives to review proposed projects, activities, and audit recommendations. They will analyze operational programs and procedures and make recommendations for the purpose of improving the U.I. program in general. Special tasks of District-wide impact may arise, such as determining the need for and developing the revised Nonmonetary Determination Report, which has an impact on the coordination of the Benefits, Timeliness, and Quality appraisal for DOL. The incumbent will also recommend, develop, and facilitate training for UI personnel as needed to provide clarification of UI laws and policies, including developing and conducting group sessions and one-on-one training at the request of management and as needed.

Requirements

  • One (1) year of specialized experience equivalent to the CS-11 grade level in the public or private sector.
  • Experience in planning, review, analysis, and evaluation of program goals.
  • Working knowledge of the Unemployment Compensation Act and related laws, rules, and regulations.
  • Ability to communicate effectively orally and in writing.
  • Knowledge of established policies and procedures.
  • Knowledge of interview techniques and ability to follow leads.
  • Knowledge of the District of Columbia's UI system.
  • Knowledge of labor market conditions.
  • Ability to recognize fraudulent or irregular information and use good judgment.

Nice-to-haves

  • Experience with federal performance monitoring and compliance reporting.

  • Salary range of $80,784 - $103,333 based on available funding.
