About the position

The Texas Department of Public Safety (DPS) is seeking a highly skilled Budget Analyst to perform complex budget preparation and analysis work for the Criminal Investigations Division (CID). This senior-level position involves overseeing the planning, organizing, coordinating, and evaluating budgetary activities and performance measures. The successful candidate will be responsible for reviewing and analyzing operating budgets, providing technical advice and assistance on budgetary matters, and may also supervise the work of others. The role requires a high degree of initiative and independent judgment, as it operates under limited supervision. In this position, the Budget Analyst will analyze expenditure patterns, prepare budget analyses and reports, maintain and reconcile records, and study regulations and laws related to agency policies and budgets. The analyst will collaborate with other divisional Budget Analysts and Finance to ensure comprehensive support is provided to the Division Chief and staff on all budgetary matters. Additionally, the analyst will develop budget policies and procedures to comply with Finance and Procurement requirements, advise staff on budgetary actions, and monitor expenditures linked to contracts. The role also requires regular attendance and adherence to approved work hours in accordance with agency leave and attendance policies. The Budget Analyst will perform other duties as assigned, contributing to the overall efficiency and effectiveness of the CID's budgetary operations.

Responsibilities

  • Analyze expenditure patterns and make recommendations based on trend analysis, assisting other analysts with budget preparation.
  • Prepare budget analysis, budget expenditures, and reports for division and as requested for staff, agencies, or internal/external customers.
  • Maintain and reconcile records through comparative analysis; collaborate with program staff; conduct trend analysis and forecasting of assets and revenue.
  • Study and analyze regulations and laws on agency policies and budget, preparing reports of findings and recommendations, and justifications for procedural or policy changes.
  • Coordinate and collaborate with other divisional Budget Analysts and Finance to ensure comprehensive support is provided to the Division Chief and staff on all budgetary matters.
  • Develop budget policies and procedures for CID to comply with Finance and Procurement requirements, providing guidance to executive managers on changes in procurement requirements.
  • Conduct trend analysis and forecasting of budget indexes through review of scheduled and anticipated encumbrances.
  • Advise staff on areas in which action may be required to stay within budget; provide technical assistance to staff on budgetary matters.
  • Monitor expenditures linked to contracts; inform management of budget deviations and forecasted issues.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.

Requirements

  • Graduation from an accredited four-year college or university with a major in Business, Accounting, Finance, or a related field is required.
  • Minimum of three (3) years progressively responsible experience in accounting or closely-related activities that include accounting principles, auditing, finance, or budget preparation and analysis work is required.
  • Must possess a valid driver license from state of residence.
  • Demonstrated ability to quickly and efficiently access relevant information and present research and conclusions clearly and concisely.
  • Working knowledge of TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures.
  • Knowledge of accounting and management methods and principles, including numerical analysis, audit, and research methods.
  • Demonstrated skill in using logic and reasoning to identify strengths and weaknesses of solutions, conclusions, and/or approaches to problems.
  • Ability to examine data/information, discern variations/similarities, and identify trends, relationships, and causal factors.
  • Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment.
  • Ability to establish and maintain positive, professional relationships with internal/external customers.
  • Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Ability to responsibly handle sensitive and confidential information.
