The Budget Analyst for the Criminal Investigations Division (CID) at the Texas Department of Public Safety (DPS) is responsible for performing highly complex budget preparation and analysis work. This role involves overseeing the planning, organizing, coordinating, and evaluating budgetary activities and performance measures. The analyst will review and analyze operating budgets, providing technical advice and assistance on budgetary matters. The position requires a high level of initiative and independent judgment, as it operates under limited supervision. The analyst may also assign and supervise the work of others, ensuring that all budgetary activities align with the division's goals and compliance requirements. In this role, the Budget Analyst will analyze expenditure patterns, make recommendations based on trend analysis, and assist other analysts with budget preparation. They will prepare budget analyses, expenditures, and reports for the division and other stakeholders. Maintaining and reconciling records through comparative analysis is crucial, as is collaborating with program staff to conduct trend analysis and forecasting of assets and revenue. The analyst will study and analyze regulations and laws related to agency policies and budgets, preparing reports of findings and recommendations, and justifications for procedural or policy changes. The Budget Analyst will coordinate with other divisional Budget Analysts and Finance to ensure comprehensive support is provided to the Division Chief and staff on all budgetary matters. They will develop budget policies and procedures for CID to comply with Finance and Procurement requirements and provide guidance to executive managers on changes in procurement requirements. Monitoring expenditures linked to contracts and informing management of budget deviations and forecasted issues are also key responsibilities. The analyst is expected to attend work regularly and observe approved work hours in accordance with agency leave and attendance policies, while also performing other duties as assigned.
