About the position

The License Permit Specialist position involves performing moderately complex licensing and permitting work within a Regional Operations Field office of the Driver License Division. This role requires the specialist to receive and review applications for licenses and permits, ensuring compliance with applicable policies, administrative codes, and statutes. The specialist will communicate with both external and internal customers, approving applications based on established regulations. The position demands a professional demeanor as the specialist will meet and screen applicants, administer written and visual tests, prepare application forms, and collect fees associated with the licensing process. Additionally, the specialist will answer general inquiries related to driver license laws, safety responsibility laws, and other services provided by the Department and state agencies. The specialist will be responsible for determining the legal needs and requirements of applicants, screening application forms to ensure qualifications, and approving applications based on state regulations. This includes performing basic checks of applicants' physical driving capabilities, inspecting motor vehicles for safety prior to road tests, and certifying drivers as reasonable risks or disapproving them as unreasonable risks. The role also involves making inquiries into various external systems to assess applicants' eligibility for licensing, issuing licenses and permits, and ensuring accountability for the fees collected. In addition to these responsibilities, the specialist will administer written, oral, or other tests to applicants, schedule driving tests, and provide information and testimony for the Department in various hearings. The position may require the specialist to provide on-the-job training for co-workers and may involve travel to other Driver License Offices for training or operational needs. The work environment is dynamic, requiring flexibility in hours, as the facility operates extended hours, with shifts beginning as early as 7:00 AM and ending as late as 8:00 PM. The specialist will also be required to wear a body-worn camera during all work hours, ensuring compliance with safety and operational protocols.

Responsibilities

  • Meet and deal with the general public in a professional and courteous manner; answer general questions pertaining to applications for various types of driver licenses and identification cards.
  • Determine the legal needs and requirements of driver license and identification card applicants; screen application forms to ensure applicant qualification.
  • Approve applications for licenses and permits based on state regulations, administrative codes, and agency policies and procedures.
  • Perform basic checks of physical driving capabilities of applicants; evaluate during observation and interviews of hearing, mental, visual, or physical restrictions.
  • Inspect motor vehicles for safety prior to road tests; verify evidence of financial responsibility and check for registration and/or reciprocity.
  • Certify drivers as reasonable risks or disapprove drivers as unreasonable risks.
  • Make and interpret inquiries into National Driver Records, Problem Driver Pointer System, and other external systems to determine applicants' eligibility for licensing.
  • Issue licenses and permits, collect appropriate license fees, and prepare receipts; ensure accountability for received monies.
  • Check accuracy of original, renewal, and duplicate license applications and administer oaths as necessary.
  • Advise applicants of suspensions, cancellations, and revocations, and how to qualify for reinstatement.
  • Administer written, oral, or other tests to license permit applicants; schedule applicants for driving tests.
  • Conduct prescribed comprehensive examinations to determine qualifications/limitations of applicants.
  • Provide information and testimony for the Department in administrative, driver improvement, safety responsibility, and judicial hearings as necessary.
  • Provide administrative and technical assistance related to license and permit requirements to the general public and agency staff.
  • May provide on-the-job training for co-workers.
  • Administer road skills (drive test) examinations; must have a valid State of Texas driver license to perform this duty.
  • Travel as required to work in other Driver License Offices and/or for training.
  • Prepare daily bookkeeping reports and maintain work area and testing devices.

Requirements

  • Moderately complex licensing and permitting work experience in a relevant field.
  • Ability to communicate effectively with the public and internal customers.
  • Knowledge of driver license laws, safety responsibility laws, and administrative codes.
  • Experience in evaluating applicants' qualifications and physical capabilities.
  • Proficiency in using computer applications and databases for processing applications and payments.

Nice-to-haves
