About the position

The Trainer for Financial Systems and Databases at the Texas Department of Public Safety (DPS) is responsible for managing and enhancing the agency's financial systems, including CAPPS and the Finance Travel System. This role involves training and development assistance, overseeing system operations, and ensuring effective user support and training for agency personnel. The position requires a proactive approach to problem-solving and collaboration with various internal divisions and external vendors to improve financial processes and technology.

Responsibilities

  • Develop goals/objectives and oversee the training, enhancement, and coordination of financial systems.
  • Guide the selection of data management tools and develop standards and procedures for their use.
  • Provide advanced user assistance and training to agency personnel, analyzing issues and testing financial processes.
  • Coordinate training for agency staff prior to the implementation of financial applications and business processes.
  • Manage and coordinate financial systems enhancement planning, working with vendors to establish business requirements.
  • Evaluate feedback from internal divisions regarding system changes and assess feasibility.
  • Propose process improvements or enhancements to internal financial system workflows and data reporting.
  • Facilitate relationships between internal divisions, vendors, and senior management to streamline user experience.
  • Oversee the identification of errors and production-related issues in financial applications.
  • Coordinate projects and training that cross functional agency systems and other state entities.
  • Assist in the planning, design, development, and maintenance of financial information systems.
  • Develop and implement strategic planning actions and policy decisions related to financial systems.
  • Coordinate studies and prepare reports with findings and recommendations for system implementations.

Requirements

  • Graduation from an accredited four-year college or university with major course work in computer science, management information systems, or a related field is preferred.
  • Minimum of 5 years experience in financial systems or closely related fields, including 3 years in CAPPS/HHSAS/PeopleSoft Functional or Technical Support.
  • Proficiency with Microsoft Office and relevant software/systems (e.g., CAPPS, SharePoint).
  • Ability to exercise poise, tact, and diplomacy in professional relationships.
  • Strong organizational and prioritization skills to manage multiple demands effectively.
  • Excellent presentation and communication skills for diverse audiences.
  • Analytical reasoning and attention to detail to identify trends and solve problems.

Nice-to-haves

  • Experience with advanced query writing, database skills, and data mining.
  • Knowledge of TXDPS, State and Federal regulations, and policies.
