About the position

The HR Benefits Compliance Specialist position at the Texas Department of Public Safety involves performing administrative tasks related to human resources and benefits. The role includes assisting with benefits enrollment, managing leave policies, ensuring compliance with federal and state laws, and providing education on benefits and leave programs. The position requires a blend of routine and complex administrative work, with varying levels of supervision depending on the specific role (B17 or B19).

Responsibilities

  • Assist in the administration of various HR/Benefits programs including FMLA, ADA, and other Leaves of Absence.
  • Assist in the administration of the employee insurance program, including enrollment and processing changes.
  • Respond to inquiries from internal and external customers regarding Benefits and Leave.
  • Determine eligibility for FMLA and ADA, review certifications, and ensure timely communications.
  • Participate in the annual enrollment process for insurance benefits and associated duties.
  • Maintain appropriate records and adhere to record retention policies.
  • Monitor compliance with each program and resolve issues as needed.
  • Provide compliance education to the agency on policies and procedures.
  • Develop training materials and train personnel on various programs and leave policies.
  • Update and maintain information systems and process reports related to Leaves.

Requirements

  • Graduation from an accredited four-year college or university with major course work in Human Resources Management, Business Administration, or a related field is preferred.
  • Minimum two years of full-time work experience in office administration required for B17 role, with HR, FMLA, ADA, and Leave and/or Benefits administration preferred.
  • Minimum three years of full-time work experience in Human Resources for B19 role, including one year of recent experience with FMLA, ADA, and Leave and/or Benefits administration.
  • Duties-related certification preferred.
  • Knowledge of federal, state, and agency statutes, laws, policies, and procedures related to Benefits and Leave.

Nice-to-haves

  • Experience with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
  • Ability to handle sensitive and confidential information responsibly.
  • Demonstrated ability to construct and deliver clear presentations.
