About the position

The Drug & Alcohol Compliance Specialist is responsible for the administrative and operational support of Amtrak's Drug and Alcohol-Free Workplace Program, which aims to address alcohol and substance misuse and achieve a healthy and safe workplace through a comprehensive testing and compliance program. The role ensures the completion of the Random and Follow-Up drug and alcohol testing consistent with Amtrak objectives and procedures and in accordance with all Federal laws and regulations. The successful candidate is responsible for ensuring Amtrak's compliance with the Federal Regulations that pertain to Federal Drug and Alcohol testing, including but not limited to CFR 49 Part 40, Part 219, Part 240, Part 242, and Part 382.

Responsibilities

  • Overseeing the completion & compliance of drug and alcohol testing for all testing events.
  • Serving as a subject matter expert on federal regulations that pertain to drug and alcohol testing.
  • Leading the removal of employees from safety-sensitive duties when drug and alcohol violations occur.
  • Maintaining accurate compliance records and reporting violations to the FMCSA Clearinghouse.
  • Completing the 40.25 process for candidates during the Pre-employment process.
  • Overseeing onsite testing events conducted by third-party collectors.
  • Providing administrative and daily support for Amtrak's Drug and Alcohol-Free Workplace Program.
  • Providing technical assistance and consultation to internal staff and stakeholder groups.
  • Representing the department in providing expert testimony in drug and alcohol violation disciplinary hearings.

Requirements

  • Bachelor's Degree or equivalent combination of training/experience.
  • Able to obtain a Designated Employer Representative (DER) certification within 4 months of being in the position.
  • Skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint; SharePoint.
  • Knowledge of DOT, FRA, and FMCSA regulations regarding drug and alcohol testing requirements.
  • Ability to work under pressure, analyze, organize, and prioritize work while meeting multiple deadlines.
  • Excellent written and verbal communication skills.

Nice-to-haves

  • 2+ years of experience in the compliance, drug and alcohol testing field, or transportation industry.
  • Experience working within a compliance and administrative position.
  • Strong knowledge of Drug and Alcohol collection procedures under CFR 49 Part 40.
  • Strong knowledge of the Federal Regulations pertaining to the Control of Alcohol and Drug Use under CFR 49 Part 219.
