About the position

The DSHS ALTSA Long-Term Care Policy Program Manager for Enhanced Services Facilities is responsible for providing advanced expertise and guidance on complex regulatory issues affecting vulnerable individuals. This role involves managing the development and amendment of policies, rules, and procedures to ensure compliance with federal and state regulations, while also facilitating communication with stakeholders and leading the creation of necessary documentation for providers and agency staff.

Responsibilities

  • Manage the development of program specific policies and procedures.
  • Oversee the development of certification inspection and complaint investigation processes.
  • Manage policy-related legislative, fiscal, and labor activities.
  • Develop a process for program-specific complaint/inspector orientation and training.

Requirements

  • Master's degree in public administration, social work, behavioral health, or related field AND a minimum of three years of relevant experience; OR a Bachelor's degree in a related field AND five years of relevant experience; OR equivalent experience in lieu of education.
  • Experience in implementing state legislature initiatives.
  • Knowledge of public policy issues and regulatory oversight authority.
  • Understanding of the rulemaking process in Washington State.
  • Exceptional technical writing skills.

Nice-to-haves

  • Project management experience.
  • Experience in policy program management and stakeholder engagement.
  • Knowledge of DSHS, ALTSA, RCS, and Enhanced Services Facilities operations.
