About the position

The Department of Social and Health Services (DSHS), Economic Service Administration, Community Services Division (CSD) is seeking a Social and Health Program Consultant 2 to join our team. In this role, you will report to the Business and Infrastructure Administrator within CSD Operations and provide statewide program consultation and technical assistance for the Benefit Verification System (BVS). Your primary responsibility will be to independently develop, implement, and monitor multiple BVS access Data Sharing Agreements (DSAs) for State Agencies, interlocal governmental agencies, State Court systems, commerce-related programs, and community-based organizations that require verification of public assistance for community-based programs that clients may be eligible to receive. You will ensure that all DSAs comply with guidelines established by Federal, State, and private Certified Public Accountant (CPA) firms that conduct audits for community partners. Additionally, you will provide administrative support for the Limited English Program (LEP), which includes processing translation requests and reconciling invoices. In this position, you will work directly with current and prospective BVS Agencies and CSD Contracts Officers to establish BVS DSAs and user access. You will plan, develop, and manage all aspects of the BVS intake process to ensure that all non-disclosure, intake forms, and contract documents are completed and submitted to the CSD Contract Officer to initiate the execution of the DSA. You will also be responsible for the ESA contracts risk assessment and the development of the BVS monitoring plan. Your role will require you to research and utilize various tools and materials, such as the Secretary of State Corporation Search Database, to verify all potential BVS agencies, ensuring that tax information, business licenses, and other business data are accurate and current. Furthermore, you will manage the process for access requests and provide relevant instructional materials and guidelines for BVS users, tracking and monitoring data related to access requests and developing reports as needed.

Responsibilities

  • Provide statewide program consultation and technical assistance for the Benefit Verification System (BVS).

  • Ensure compliance of all DSAs with guidelines established by Federal, State, and CPA firms.
  • Provide administrative support for the Limited English Program (LEP), including processing translation requests and reconciling invoices.
  • Work with BVS Agencies and CSD Contracts Officers to establish BVS DSAs and user access.
  • Plan, develop, and manage the BVS intake process, ensuring all necessary forms and documents are completed.
  • Conduct ESA contracts risk assessment and develop the BVS monitoring plan.
  • Research and verify potential BVS agencies using available tools and databases.
  • Manage access requests and provide instructional materials and guidelines for BVS users.
  • Track and monitor data related to access requests and develop reports as needed.

Requirements

  • A master's degree or higher in social work, health or social science, public administration, or related field, and two years of professional experience in planning, administering, developing, or delivering social, financial, health, or other public assistance programs.
  • OR a bachelor's degree in social work, health or social science, public administration, or related field, and three years of professional experience in planning, administering, developing, or delivering social, financial, health, or other public assistance programs.
  • OR one year of experience as a Social and Health Program Consultant 1.
  • A degree in social work must be from an educational program accredited by the Council on Social Work Education.
