About the position

The DSHS FFA Fiscal Analyst 2 position is a permanent role within the Facilities, Finance, and Analytics Administration (FFA) team, focused on ensuring the financial integrity of critical programs. The analyst will perform professional accounting and financial review duties, responsible for fiscal controls and business practices within the Department of Social and Health Services (DSHS). This role offers an opportunity to utilize analytical skills for the greater good, contributing to the health and well-being of individuals and families across Washington state.

Responsibilities

  • Prepares accruals, reviews and inputs accrual batches for operations and bills, including client and program specific items.
  • Researches expenditures and tracks expenditures to assist with fiscal year estimates.
  • Handles warrant cancellations for payments.
  • Prepares common cost accruals.
  • Manages fiscal year close interagency payables/receivables and other FY close activities for programs.
  • Processes overpayments.
  • Conducts monthly reporting at the operational level, if standardized.
  • Pulls and reviews enterprise reports.
  • Processes any tax/fee payments on behalf of the Regional Business Center.
  • Prepares and coordinates responses to audit findings and Corrective Action Plans.
  • Reports on accounts payable.
  • Maintains Audit Warrant Register and Transaction list.
  • Logs receipt of negotiable items and processes Transmittal of Funds to OAS.
  • Verifies that billing and A-19 meet the terms of the contract.
  • Maintains a contract/vendor log to track contract payments and analyze expenditures.
  • Checks for duplication to ensure payments are correct.
  • Responds to vendor inquiries.
  • Facilitates and trains employees in same or lower classifications.
  • Performs other duties as assigned.

Requirements

  • Knowledge of accounting theory and practice, principles of cost accounting, and modern office methods.
  • Ability to apply and adapt established accounting methods to various transactions and prepare complex financial reports.
  • Ability to process large quantities of fiscal data with consistency, accuracy, and efficiency.
  • Ability to multi-task and meet payment and report deadlines.
  • Excellent communication skills and ability to work effectively with staff at all levels.

Nice-to-haves

  • Bachelor's degree in accounting, auditing, or budgeting (preferred but not required).
  • Master's degree in a financial-related field or certifications such as CPA, CIA, CGFM, or CMA can substitute for professional experience.
