About the position

The DSHS OOS HR Operations Manager position is a critical role within the Developmental Disabilities Administration (DDA) of the Washington State Department of Social and Health Services. This position is designed for seasoned HR professionals who are passionate about driving operational excellence and leading dynamic teams. As the HR Operations Manager, you will manage a team of dedicated HR professionals and be responsible for the delivery of human resource services to approximately 5,014 employees statewide. Your role will involve streamlining HR processes, enhancing business performance, and ensuring the seamless delivery of HR services across the organization. In this capacity, you will serve as the subject matter expert for employment activities, providing consultative and technical services to appointing authorities, senior managers, and supervisors. You will exercise independent judgment and critical thinking to address complex HR challenges, including issues related to protected leave, classification, compensation, and hiring practices. Your expertise will be essential in analyzing complex human resource problems and developing innovative solutions that align with the agency's mission to transform lives. The HR Operations Manager will also engage in mentoring and managing a team of HR professionals, developing performance measurements and standards, and providing expert-level HR advice. You will interpret HR-related laws, rules, policies, and procedures, and collaborate with HR Business Partners to address grievances and other HR issues. This role requires a high level of understanding of the impacts and risks to the agency, as well as the ability to foster effective working relationships across all levels of the organization.

Responsibilities

  • Engage, mentor, and manage a team of human resource professionals in delivering exceptional HR services to DDA staff statewide.
  • Develop performance measurements, audit guidelines, and training resources for staff performance.
  • Provide expert-level HR advice and consultation for HR staff.
  • Consult with appointing authorities, senior managers, and front-line supervisors on HR issues and topics.
  • Interpret HR-related laws, rules, policies, and procedures.
  • Analyze program goals and staffing needs.
  • Act as a subject matter expert in collaboration with HR Business Partners for grievances.
  • Understand and apply the individual program mission, purpose, rules, and standards to meet HR needs.

Requirements

  • A Bachelor's or higher degree in human resource management, business, public administration, social or organizational behavioral sciences, or a related field.
  • Five years of professional human resource administration experience.
  • Experience providing advice and options to resolve complex HR issues.
  • Ability to think critically about situations and circumstances.
  • Demonstrated understanding of laws, rules, WACs, union contracts, and DSHS policies.
  • Experience researching, analyzing, and interpreting information to provide solutions.
  • Experience supervising, motivating, and developing subordinate staff or teams.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to work independently with little supervision.
