About the position

As the HR Operations Manager for the Developmental Disabilities Administration (DDA) within the Department of Social and Health Services (DSHS), you will play a crucial role in enhancing the operational efficiency of human resources across the organization. This position is designed for a seasoned HR professional who is passionate about driving operational excellence and leading dynamic teams. You will manage a team of dedicated HR professionals, ensuring the delivery of high-quality HR services to approximately 5,014 employees statewide. Your responsibilities will include streamlining HR processes, enhancing business performance, and implementing innovative solutions to complex HR challenges. In this role, you will serve as the subject matter expert for employment activities, providing consultative and technical services to appointing authorities, senior managers, and supervisors. You will work closely with various HR partners to assess, define, develop, implement, and evaluate HR processes that create value for our customers and improve organizational effectiveness. Your focus will be on aligning operational and administrative HR practices to ensure seamless delivery of HR services across DSHS. You will also be responsible for mentoring and engaging your team, developing performance measurements and standards, and providing expert-level HR advice and consultation. Your role will require a deep understanding of HR laws, rules, policies, and procedures, as well as the ability to analyze complex HR problems and develop effective solutions. This position offers a flexible/hybrid work environment with occasional travel required each month, and you will report directly to the Operational Solutions Statewide Administrator.

Responsibilities

  • Engage, mentor, and manage a team of human resource professionals in the delivery of exceptional HR services to the Developmental Disabilities Administration (DDA) staff statewide.
  • Develop performance measurements and standards, audit guidelines and tools, and training resources for staff performance.
  • Provide expert-level HR advice and consultation for HR staff.
  • Provide expert-level and consistent HR consultation and technical services to the DDA, statewide.
  • Consult with appointing authorities, senior managers, and front-line supervisors on the full scope of human resource issues and topics.
  • Interpret HR-related laws, rules, policies, and procedures.
  • Analyze program goals and staffing needs.
  • Act as subject matter expert in collaboration with the HR Business Partner for grievances filed regarding HR issues and topics.
  • Interpret and apply an array of human resource topics including the Family and Medical Leave Act and Fair Labor Standards Act.
  • Understand and apply the individual program mission, purpose, rules, procedures, and standards to meet the program's HR needs.

Requirements

  • Proven experience in human resources management, preferably in a leadership role.
  • Strong knowledge of HR laws, rules, policies, and procedures.
  • Experience in providing HR consultation and technical services to various levels of management.
  • Ability to analyze complex HR problems and develop effective solutions.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Demonstrated ability to mentor and lead a team of HR professionals.

Nice-to-haves

  • Experience in the public sector or with developmental disabilities administration.
  • Familiarity with state and federal employment laws and regulations.
  • Certification in human resources (e.g., SHRM-CP, PHR) would be advantageous.
