About the position

The Learning and Development Specialist at the Department of Social and Health Services (DSHS) plays a crucial role in enhancing the skills and capabilities of employees through leadership development and competency-based training. This position involves providing holistic support throughout the employee lifecycle, including coaching, mentoring, and consultation, all aligned with the organization's strategic priorities and values. The role requires collaboration with various stakeholders and the ability to design and implement effective training programs in a flexible hybrid work environment.

Responsibilities

  • Serve as a designated expert on federal and state social service programs and provide training, training development, instructional design, leadership consultation, coaching and mentoring, and technical assistance for all DSHS employees.
  • Conduct accessible and inclusive learning and development opportunities for DSHS employees through multiple modalities including coaching, mentoring, consultation, Instructor-Led-Training, Virtual Instructor-Led-Training, Microlearnings, Online Training, workshops, presentations, facilitation, and blended learning approaches.
  • Review assigned Project Work Requests and use adult learning theory and industry-standard instructional design methods to plan and implement training projects in alignment with strategic and organizational objectives.
  • Determine training needs, identify constraints, analyze trainees, document and analyze tasks, work with subject matter experts, facilitate meetings, write objectives, design tests, select the best method of presentation and application, structure courses, develop training materials, and validate and evaluate courses.
  • In partnership with the Senior Curriculum Developer, Leadership Development Program Manager, and eLearning Curriculum Manager, design, create, and disseminate interactive, multi-media, online training using Articulate, Camtasia, and other software applications.
  • Facilitate, lead, and manage meetings, conference calls, and virtual gatherings to facilitate the knowledge transfer process with assigned subject matter experts.

Requirements

  • A bachelor's degree focusing on business, human resources, social or organizational behavioral sciences, or a related field.
  • Three years of broad-based professional human resource experience, including facilitating organizational development or change and advising and consulting on human resource issues.

Nice-to-haves

  • Ability to collaborate with others at all levels of the organization including vendors and community partners.
  • Facilitation skills and experience with planning and executing results-oriented group discussions and training.
  • Knowledge of curriculum development, instructional design, and adult learning theory.
  • Effective communication skills, ability to communicate complex technical concepts in plain language, and concisely emphasize key messages.
  • Knowledge of Organizational Change Management.
  • Experience with Person-Centered Practices or Human-Centered Design.
  • Familiarity with design applications such as Articulate 360, Camtasia, Canva, and Miro.
