About the position

The Senior IT Application Developer will serve as a technical expert within the Technology Innovation Administration, focusing on application development and support for the Economic Services Administration. This role is essential for maintaining and enhancing critical systems that assist over 1.8 million Washington residents. The developer will work on the Barcode system and related applications, ensuring high accuracy and quality in code to meet strategic goals. The position offers a flexible work environment and emphasizes a commitment to improving the lives of vulnerable citizens.

Responsibilities

  • Design, create, develop, and maintain complex business applications in both legacy and web-based code.
  • Provide expert solutions for technical issues and system management in key programs, approving project releases and system changes.
  • Lead and manage application development projects from planning through to completion.
  • Develop and implement IT development standards, methods, tools, procedures, and processes.
  • Manage core Barcode functionality including security, authentication, and system-wide configurations.
  • Maintain, monitor, and resolve complex technical problems with system performance.
  • Develop interaction designs, including user models, wireframes, and screen flows.
  • Design, develop, and maintain SQL database systems and manage data interfaces.
  • Plan and prepare for disaster recovery, including backup procedures and recovery documentation.
  • Integrate and streamline field operations by leveraging technology and understanding business processes.

Requirements

  • A bachelor's degree in IT and seven years of experience in IT, including consulting, analyzing, designing, programming, installing, or maintaining software, hardware, telecommunications, or network equipment, and/or managing projects.
  • Seven years of experience with SQL programming and experience with a 4GL, like Python or Prolifics Panther, or languages like C# or Java.
  • Seven years of experience managing projects from start to finish, and systems analysis and application development.
  • Five years of experience with relational database design, Transact-SQL, and query optimization.
  • Five years of experience with automated systems change management.

Nice-to-haves

  • Experience building web applications using ASP.net.
  • Working with client-side web development tools such as CSS, JavaScript, jQuery, AJAX, and web frameworks.
