About the position

The Extended Term Consultant (ETC) position at the World Bank Group focuses on investigating fraud and corruption within the organization's operations in the Europe and Central Asia (ECA) region. The role involves developing investigative strategies, leading complex investigations, and collaborating with various stakeholders to ensure the integrity of projects funded by the World Bank. The ETC will contribute to the organization's mission of alleviating poverty and promoting sustainable prosperity by minimizing the loss of development assistance funds to fraud and corruption.

Responsibilities

  • Contribute to the investigation of fraud, corruption, collusion, coercion, and obstruction involving WBG operations in ECA.
  • Develop and manage investigative strategies, plans, and processes.
  • Lead and support investigations, collecting various forms of evidence through interviews, audits, and research.
  • Prepare and deliver high-quality investigative reports and related work products.
  • Collaborate with WBG operational colleagues and other development partners to identify and mitigate integrity risks.
  • Maintain client relationships and provide evidence-based advice and solutions.

Requirements

  • Graduate degree in law, criminal justice, criminology, business or public administration, or related fields.
  • A minimum of eight years of relevant investigative, audit, or related experience.
  • Demonstrated experience in drafting work products related to investigations, audits, or litigation.
  • Proficiency with MS Office software (MS Word, MS Excel, MS PowerPoint).
  • Fluency in written and oral English is mandatory.

Nice-to-haves

  • Fluency in Russian or Albanian is preferred.
  • Certification in Document Examination, GIS and Remote Sensing, Public Procurement, Forensic Audit and Accounting, Fraud Examination (CFE), or Crypto Currency Expert (CCE).
  • Substantial on-the-ground investigative experience in the ECA Region.
