The Technical Project Manager I position at the Texas Department of Transportation involves performing advanced engineering, architectural, and construction inspection work, as well as other technical project management tasks. This role requires providing leadership in all aspects of architectural or engineering construction projects, which includes planning and controlling all elements of the project. The individual in this position is responsible for reviewing and developing project objectives while maintaining project integrity by ensuring compliance with relevant state and federal laws, policies, and procedures. Quality assurance and quality control are critical components of the technical projects managed by this position. The Technical Project Manager I will have extensive contact with agency management, governmental officials, and private entities, typically reporting to Section or Staff level managers. As a project leader and coordinator, this role requires a self-supervising individual who assumes direct accountability for the work product. The responsibilities include leading and coordinating oversight of multiple technical projects, consulting with Project Engineers, resident project representatives, and contractors' superintendents regarding work progress and construction problems. The manager will also review equipment utilization data and time/cost estimates, directing, developing, and evaluating projects using accepted project management methodologies. Identifying potential project impediments, risks, and issues is a key responsibility, along with designing strategies to mitigate or avoid them. The Technical Project Manager I will inspect construction methods, workmanship, and maintenance procedures to ensure that contractors build, install, maintain, and repair traffic control and data collection-related equipment or facilities according to plans, specifications, and contract requirements. Additionally, the role involves monitoring and managing project costs and quality to ensure that projects are completed within budget and that deliverables meet the terms of the project contract or specifications. The manager will also monitor project phasing and traffic control plans, ensuring adherence to approved safety standards, and provide technical assistance in resolving construction problems related to contract administration. Training of professional and technical staff is also part of the job responsibilities, along with performing other assigned duties.
