About the position

The Technical Project Manager II in the Design Division at the Texas Department of Transportation is responsible for overseeing the Department's Value Engineering (VE) Program. This role ensures compliance with federal and state laws, policies, and guidelines related to VE Studies, while also serving as a spokesperson for the Department. The position requires extensive communication with various stakeholders, including governmental officials and contractors, and involves project management responsibilities to ensure successful project delivery.

Responsibilities

• Oversee the Department's Value Engineering (VE) Program.
• Ensure compliance with applicable federal and state laws, policies, procedures, standards, and guidelines pertaining to VE Studies.
• Coordinate project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
• Direct, develop, and evaluate projects using accepted project management methodologies.
• Evaluate and assess business process improvement initiatives performed by others.
• Monitor and manage project cost and quality to ensure completion within budget and acceptable deliverables.
• Negotiate fees and budgets, develop and negotiate scopes of work, and contract work schedules.
• Serve as a coaching and leadership role for junior project managers.
• Train professional and technical staff.
• Work with Federal Highway Administration representatives to ensure compliance with regulations.
