About the position

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for positions in science, technology, engineering, or mathematics, except any such position within any defense Science and Technology Reinvention Laboratory, for which a qualified candidate is required to possess a bachelor's degree or an advanced degree to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Independently perform studies of economic and financial factors as related to proposed water resource projects.
  • Tabulate and summarize data compiled and computed and coordinate work with other personnel engaged in the study effort.
  • Identify and quantify average annual project produced National Economic Development benefits using various analytical techniques.
  • Analyze, evaluate and prepare final reports.
  • Provide economic and social inputs to the plan formulation process, including projection of needs, assessment of impacts, and evaluation of alternative plans.
  • Independently conduct economic analyses to aid in determining economic justification.
  • Independently conduct project optimization studies as required for feasibility, detailed project, evaluation, and design memoranda reports.
  • Prepare text for economic appendix for inclusion in main report.

Requirements

  • Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
  • Courses equivalent to a major in economics, plus appropriate experience or additional education.
  • Specialized Experience GS7: One year of specialized experience which includes experience assisting in conducting economic feasibility studies or assisting in conducting economic analysis.
  • Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Economics.
  • Superior Academic Achievement based on class standing, GPA, or honor society membership.
  • Specialized Experience GS9: One year of specialized experience which includes experience providing economic input on feasibility studies or participating in economic analyses and project optimization studies.
  • Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Economics.
  • Specialized Experience GS11: One year of specialized experience which includes experience assisting in the writing of economic reports to include feasibility reports, cost allocations and/or other economic reports.
  • Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Economics.
