About the position

The Maryland Transportation Authority (MDTA) is seeking an Equal Employment Opportunity Officer to oversee and ensure compliance with federal and state civil rights laws and regulations. This position is critical in developing policies and programs that promote equal employment opportunities and prevent discriminatory practices within the MDTA and its associated contractors. The incumbent will engage in advanced duties such as conducting research, interpreting civil rights laws, and providing training to staff on compliance matters. The role also involves monitoring compliance with Equal Employment Opportunity (EEO) laws and conducting investigations into discrimination complaints. The primary goal is to ensure fair and equitable treatment of all individuals in MDTA programs and services, thereby fostering an inclusive environment for employees and the public. The responsibilities of the Equal Employment Opportunity Officer include conducting intake counseling for discrimination complaints, preparing investigative reports, and collaborating with the MDTA Office of the Attorney General to finalize findings. The officer will serve as a liaison with various regulatory bodies, including the Maryland Commission on Civil Rights (MCCR) and the U.S. Equal Employment Opportunity Commission (EEOC), to ensure that the MDTA meets its EEO Civil Rights Program goals. Additionally, the officer will be responsible for developing and implementing training programs related to EEO laws, including Sexual Harassment Prevention in the Workplace Training, and ensuring that all MDTA employees are informed of their rights and responsibilities under EEO laws. The position requires travel to various MDTA facilities across Maryland to conduct training sessions and investigations, ensuring that the MDTA maintains compliance with all applicable civil rights laws and regulations. The incumbent will report directly to the EEO/Title VI Program Manager and will play a vital role in promoting a culture of diversity and equity within the organization.

Responsibilities

  • Ensure compliance with Equal Employment Opportunity laws, statutes, regulations, and policies.
  • Conduct discrimination intake counseling for MDTA employees and applicants for employment.
  • Prepare and submit investigative reports with proposed case decisions for complaints filed within the MDTA.
  • Gather information in preparation of position statements in response to externally filed complaints of discrimination.
  • Investigate and write position statements for cases filed with the Maryland Commission on Civil Rights (MCCR) or the U.S. Equal Employment Opportunity Commission (EEOC).
  • Work with the MDTA Office of the Attorney General to finalize complaints and investigation reports to recommend findings and ensure accuracy and legal sufficiency.
  • Serve as a liaison among MDOTs Office of Diversity and Equity (ODE), State EEO Office, MCCR and EEOC, and other regulatory and outreach organizations to assist the MDTA in achieving its EEO Civil Rights Program goals and ensure compliance with designated program operating and reporting requirements.
  • Ensure all MDTA employees receive updates on EEO laws and regulations and are kept abreast of changes made to existing EEO policies.
  • Develop, manage, monitor, and coordinate On-the-Job Training (OJT) programs, services, and activities to ensure compliance.
  • Develop, coordinate, and implement Americans with Disabilities Act (ADA) Title II and 504 requirements and compliance monitoring by interpreting and applying federal and state disability laws to ensure equal access for MDTA customers and visitors with disabilities.
  • Administer and monitor the Title VI Contractor Compliance program.
  • Prepare, develop, and conduct Sexual Harassment Prevention in the Workplace Training.
  • Provide advice and assistance to the Executive Director, Division Directors, and Managers on all EEO matters.
  • Ensure managers, supervisors, sworn Police Officers, and employees receive training on their EEO rights and responsibilities.
  • Travel to MDTA facilities throughout the State of Maryland to conduct trainings and investigations.

Requirements

  • Experience in civil rights law and compliance monitoring.
  • Strong understanding of Equal Employment Opportunity laws and regulations.
  • Ability to conduct investigations and prepare detailed reports.
  • Excellent communication and interpersonal skills.
  • Experience in training and development related to EEO matters.
  • Knowledge of the Americans with Disabilities Act (ADA) and Title VI compliance.
