About the position

The Elections and Recording Manager at Lane County is responsible for overseeing the daily operations of the Election and Recording offices under the direction of the County Clerk. This role includes planning and administering elections for 300,000 registered voters, maintaining voter registration, and managing real property records. The position emphasizes integrity, customer service, and continuous improvement in election processes and records management.

Responsibilities

  • Manage the day-to-day operations of the County Clerk's Office.
  • Administer all Federal, State, and local elections.
  • Maintain the voter registration of 300,000 active Lane County voters.
  • Record real property records, including indexing and document retention.
  • Issue marriage licenses and domestic partnerships.
  • Coordinate civil ceremonies.
  • Oversee the Property Value Appeals Board process.
  • Administer the Archives Program.
  • Develop, administer, and monitor the Clerk's Office budget.
  • Provide expert guidance to other departments, the general public, and other agencies.

Requirements

  • Bachelor's Degree in a related field.
  • Five years of progressively responsible experience related to area assigned, including supervisory experience.

  • Knowledge of applicable local, state, and federal laws, rules, and regulations.
  • Knowledge of principles and practices of budgeting, accounting, purchasing, contracting, and financial management.

  • Skills in preparing and administering elections, budgets, grants, and contracts.
