About the position

The San Joaquin County Registrar of Voters Office is seeking enthusiastic and detail-oriented individuals to fill temporary positions as Elections Technicians for the upcoming election. This role is crucial in ensuring that elections are conducted fairly, accurately, securely, and transparently. The Elections Technicians will assist with various tasks including candidate services, official ballots, voter information materials, proofreading, precinct operations, poll worker coordination, voter registration, vote-by-mail processes, ballot counting, reconciliation, and support for voting systems. The office prides itself on serving all stakeholders, including voters, candidates, campaigns, and community groups, with the highest level of integrity and efficiency. There are several specific assignments available for Elections Technicians, each with distinct responsibilities. For instance, those in Candidate Services will review legal documents for compliance, assist candidates with filing and processing nomination documents, and handle confidential information. Technicians in Precinct Operations will help staff polling locations, conduct training for election day workers, and assist with the election day help desk. Technical Support Technicians will provide entry-level support for testing and maintaining election voting equipment, while those in Voter Registration/Vote-by-Mail will assist voters with inquiries, process voter registration cards, and verify signatures on ballots. Each position typically requires working 30-40 hours per week, with potential for overtime, including evenings, weekends, and holidays. Candidates must successfully pass a pre-employment background investigation as a condition of employment. The ideal candidates will possess strong customer service skills, attention to detail, and the ability to follow strict guidelines. The positions require a valid California driver's license and may involve physical demands such as lifting items up to 40 lbs. Responsibilities

  • Research and apply election and related codes and regulations relevant to the assignment.
  • Assist with candidate filings, including processing of candidate documents; accepts and proofreads candidate statements of qualifications; verifies residence and political affiliation; accepts filing fees.
  • Respond to questions and inquiries from candidates, representatives of candidates, office holders, voters, and the general public about campaign requirements, voting regulations, and general information about elections; take and transmit messages.
  • Prepare a variety of correspondence, forms, legal documents, audits, reports, and other written communication; reconcile accounts; prepare and post deposits; process and track invoices and payments.
  • Verify, code, and enter information into the data entry system; assist in maintaining master file of registered voters, street index, and/or other elections files.
  • Process voter registration documents, absentee voter applications and ballots, and other election-related documents; verify signatures on candidate nomination petitions; maintain and update voter registration files; ensure compliance with all regulatory requirements.
  • Operate a variety of office machines, including voter machines and computers.
  • Compute and collect fees; issue receipts; sell maps and voter indices; accept filing fees.
  • Supervise deployment/collection centers for elections; issue receipts for ballots and supplies; recruit and train staff and election officers on policies and procedures and state and federal regulations; recruit polling places and evaluate sites for accessibility in compliance with state and federal guidelines; participate in and/or coordinate community outreach and voter registration activities as assigned.

Requirements

  • One year of work experience in a California Elections Office at a level equal to or higher than Elections Technician Trainee in San Joaquin County service, OR two years of general clerical or office technical work, which included substantial public contact.
  • Possession of a valid California driver's license.
  • Ability to use computers and/or word processing equipment.

Nice-to-haves

  • Experience conducting classes, training, seminars/workshops, or presentations.
  • Experience in election-related activities.
  • Knowledge of basic computer science or information systems.
