About the position

The Electromagnetic Spectrum Management (EMS) Manager at General Dynamics is responsible for overseeing the EMS for the USCENTCOM CITS Program. This role involves managing a team to meet the electromagnetic spectrum requirements, conducting analyses, and ensuring compliance with spectrum management processes. The EMS Manager will also provide technical training and support to government personnel, ensuring effective management of radio frequency (RF) requirements and coordination with partner nations.

Responsibilities

• Lead the EMS contract team and collaborate with the customer to meet EMS requirements.
• Analyze radio frequency (RF) requirements and develop Radio Frequency Authorizations (RFAs).
• Assign authorized RF in Spectrum XXI (SXXI).
• Author host nation coordination (HNC) packages for RF approvals.
• Perform analysis of new spectrum-dependent systems for supportability assessments.
• Document and maintain spectrum supportability assessments for official correspondence.
• Manage the USCENTCOM In-theater Training program and provide technical training to government personnel.

Requirements

• Bachelor's degree in a technical or field-related discipline.
• 8+ years of experience managing EMS in the Department of Defense (DoD).
• Expert knowledge of Spectrum XXI (SXXI) process and tools.
• Expert knowledge of Host Nation Spectrum Worldwide Database Online (HNSWDO).
• Experience with Automated Communications / Joint Automated CEOI Systems (ACES/JACS).
• Experience with the Joint Spectrum Database Repository (JSDR).
• Experience with End-to-End Spectrum Support (E2ESS).
• Experience using Joint Spectrum Interference Resolution Online (JSIRO).
• Strong interpersonal, analytical, and communication skills.

Nice-to-haves

• Experience with USCENTCOM and familiarity with its mission.
• Experience with the system certification process.
• Familiarity with Fusion Analysis & Development (FADE).
