About the position

The Emergency Management Specialist at NJ TRANSIT is responsible for developing, coordinating, and delivering training programs related to emergency management for employees and external stakeholders. This role involves assessing training needs, ensuring compliance with federal and state requirements, and maintaining detailed records of training activities. The specialist will also operate within various Emergency Operations Centers and contribute to outreach strategies to enhance preparedness and response capabilities.

Responsibilities

  • Develops, designs, coordinates, and delivers a wide range of training programs and assessments, including emergency management training.
  • Conducts assessments to identify training gaps/needs and develops strategies to eliminate shortfalls in agency preparedness measures.
  • Partners with new Instructors and serves as a mentor to deliver training classes, including scheduling and session preparation.
  • Evaluates training program effectiveness and analyzes performance data to determine necessary improvements for Trainees.
  • Ensures compliance with state and federal requirements (FRA, FTA, FEMA, etc.).
  • Maintains detailed records of classes conducted, students instructed, and curriculum updates.
  • Contributes to the development of outreach strategies to internal and external stakeholders.
  • Schedules, coordinates, and conducts preparedness and response training classes, workshops, seminars, and meetings.
  • Develops or reviews training/course materials and aids.
  • Creates and maintains an agency Multi-Year Training Plan.
  • Operates within the NJ TRANSIT Emergency Operations Center and other relevant centers as necessary.
  • Performs other duties as needed.

Requirements

  • Bachelor's Degree in Emergency Management, Homeland Security, or a related area.
  • Three years of applied Emergency Management experience, including teaching and conducting exercises.
  • Knowledge of emergency management functions including mitigation, preparedness, response, and recovery.
  • Knowledge of Federal and State emergency management planning requirements.
  • Ability to demonstrate expertise in NIMS and ICS.
  • Proven ability to instruct, coach, motivate, and mentor employees in various environments.
  • Excellent communication skills and ability to develop effective business partnerships.
  • Experience using Microsoft Office Suite Programs.

Nice-to-haves

  • Experience in the design, development, presentation, and evaluation of emergency management training programs.
  • Experience working with a Learning Management System (LMS).
  • Experience using an online training platform for delivering training.
