About the position

The Emergency Management Specialist position within the Public Safety Department of Escambia County is responsible for assisting the Emergency Management Manager/Director in organizing and coordinating emergency preparedness activities. This role involves administrative work related to emergency management, collaboration with local officials, and directing responses during and after emergencies.

Responsibilities

  • Provides day to day leadership and supervision to an assigned area of responsibility in one of the sections of the Office of Emergency Management
  • Provides support in administering emergency management functions in disasters and crisis situations
  • Assists with the development and revision of the County's Comprehensive Emergency Management Plan (CEMP) and Local Mitigation Strategy (LMS)
  • Ensures that Emergency Support Function (ESF) positions understand their roles and responsibilities and backfill positions if needed
  • Operates GIS programs and related technology
  • Coordinates training in the Incident Command System and other emergency management courses as needed
  • Establishes and maintains relationships with outside partner agencies, such as non-profits and other organizations that assist during a disaster
  • Maintains upkeep of the countywide alert and notification system
  • Assists in upkeep of the county's web-based incident management software
  • Conducts community outreach events to increase public awareness campaigns within the County on matters of family, business, and personal protection prior to, during and after emergencies and disasters
  • Maintains communications with all County emergency services agencies and with other agencies having emergency and/or disaster responsibilities
  • Maintains an accurate list of Emergency Support Function personnel
  • Responds to assist and/or assume control of any emergency incident, as necessary, utilizing Incident Command System (ICS) guidelines and procedures
  • Conducts research on best emergency management practices and performs the analysis to provide meaningful recommendations that are practical and ready for implementation
  • Performs administrative-related functions related to training and drills, such as writing class descriptions, identifying staff based on functions, scheduling, tracking reports, and assisting with inventorying emergency supplies
  • Develops emergency plans involving the organization and coordination of large groups of people and multiple agencies
  • Assists in the maintenance of the Emergency Operations Center (EOC)
  • Adheres to work schedule and attendance requirements
  • Performs other work as directed and required

Requirements

  • Associate's degree in emergency management or a related field or two years of directly related experience in emergency management, public safety, emergency preparedness, or a related field; or a combination of education and experience equivalent to these requirements
  • Valid driver's license from state of residence
  • Completion of the FEMA Professional Development Series (PDS)
  • FEMA Professional Development Series Certificate
  • IS 100 - Introduction to the Incident Command System
  • IS 200 - Incident Command System for Single Resources and Initial Action Incidents
  • IS 700 - National Incident Management System, An Introduction
  • IS 800 - Introduction to the National Response Framework
  • G/ICS 300 - Intermediate Incident Command System (must obtain within six months of employment)
  • G/ICS 400 - Advanced Incident Command System (must obtain within one year of employment)
