About the position

The Emergency Management Specialist (Recovery) position serves as the FEMA Oklahoma State Liaison, focusing on supporting Public Assistance preliminary damage assessments and representing Grants Monitoring activities. The role involves performing site visits, assisting with documentation, and integrating into the Oklahoma Emergency Operations Center during activations to provide FEMA programmatic expertise. This position is part of FEMA's Cadre of On-Call Response/Recovery Employee (CORE) program, which allows for temporary appointments with the potential for permanent positions after three years of service.

Responsibilities

  • Serve as the FEMA representative in the State Operations Center during emergency response operations.
  • Support Public Assistance preliminary damage assessments and program delivery.
  • Represent Grants Monitoring activities.
  • Monitor Closeout Requests sent to FEMA and aid in resolving outdated closeout requests.
  • Integrate into the State Emergency Operations Center as a Liaison Office during activations.
  • Troubleshoot and closeout Public Assistance grants.
  • Provide technical assistance on Recovery programs.
  • Perform other duties as agreed upon in the Memorandum of Understanding (MOU).

Requirements

  • One full year of specialized experience equivalent to at least the IC-11 level in the Federal government.
  • Experience providing training to stakeholder groups on emergency recovery procedures.
  • Experience advising/communicating with applicants of Federal grants on their case eligibility/status.
  • Experience interpreting and/or implementing written policies, regulations, or statutes.
