About the position

The Emergency Preparedness Coordinator is responsible for developing, planning, coordinating, and implementing the City of Palm Bay's Emergency Management Program. This role involves overseeing the Comprehensive Emergency Management Plan (CEMP), Continuity of Operations Plan (COOP), and Local Mitigation Strategy (LMS). The coordinator acts as a liaison for disaster preparedness, response, and recovery efforts, and is involved in training, exercises, and public awareness programs related to emergency management.

Responsibilities

  • Develop, plan, coordinate, and implement the City's Emergency Management Program.
  • Oversee the Comprehensive Emergency Management Plan (CEMP) and related plans and procedures.
  • Assist in the development of equipment and supply specifications for the Emergency Operations Center.
  • Conduct annual inventory of City resources, equipment, and materials for emergencies.
  • Perform hazard analysis and monitor emergency situations.
  • Maintain files and current information on emergency management issues.
  • Act as a liaison with municipalities, county, state, federal, and other emergency management organizations.
  • Coordinate damage assessments and post-disaster functions.
  • Assist in coordinating activities in the City Emergency Operations Center during emergencies.
  • Ensure operational readiness of all equipment and programs for the Emergency Operations Center.
  • Design, coordinate, and evaluate disaster drills and exercises.
  • Provide training programs related to Emergency Management to citizens and employees.

Requirements

  • Associate degree in Business or Public Administration, Planning, Communications, Public Safety, Emergency Management, or a related field.
  • Two years of professional planning work or public safety-related work experience.
  • Valid Florida Driver's License with an acceptable driving record.
  • Certification from IAEM as a Certified Emergency Manager (CEM) or from FEPA as a Florida Certified Emergency Manager (FCEM) is preferred.
  • Must complete American Heart Association BLS Instructor certification within one year of employment.
  • Must complete Pediatric First Aid CPR AED Instructor certification within one year of employment.
  • Must possess NIMS ICS 100, 200, 700, and 800 certificates.
  • Must obtain ICS 300 and 400 within six months of hire.
  • Must complete State of Florida Fire Service Course Delivery class within one year of employment.

Nice-to-haves

  • Bachelor's degree is preferred.
  • CERT Program Manager certification is preferred.
