About the position

The North Carolina Department of Adult Correction (NCDAC) is seeking to fill two positions for Emergency Preparedness Operations Specialist (EPOS). These roles are critical in providing oversight and coordination for various special teams within the department, including the Prison Emergency Response Team (PERT), Special Operations Response Team (SORT), Special Operation Target Interdiction Team (SOTIT), Hostage Negotiation Team (HNT), and the Community Supervision Emergency Response Team (ERT). The EPOS will also coordinate the deployment of the DAC Honor Guard, which provides funeral honors for active and retired employees and presents colors at ceremonial events. In addition to these responsibilities, the EPOS will maintain rosters for the special teams and work closely with DAC Human Resources to manage the Special Teams Pay Supplement. The role requires participation in scheduled call-outs for NCDAC Special Teams to assist with the Incident Command structure during missions as needed. The EPOS will conduct Emergency Preparedness Assessments at various locations, including prison facilities and community supervision offices, and prepare detailed reports on assessment findings. As a member of the Emergency Preparedness staff, the EPOS will represent NCDAC on the State Emergency Response Team during emergencies throughout the state. The position involves collaboration with field commanders to ensure equipment accountability and follow-up on after-action reports. The EPOS will review Emergency Plans from various work locations, recommend necessary corrections or changes, and test and evaluate security equipment, providing recommendations to leadership regarding its effectiveness. Additionally, the EPOS will develop and edit DAC policies, lesson plans, and presentations related to Emergency Preparedness, maintain and update the agency's Continuity of Operations Plan (COOP), and participate in emergency preparedness and response training, drills, and exercises at designated DAC work locations. Other duties may be assigned as necessary.

Responsibilities

Requirements

  • Bachelor's degree from an appropriately accredited institution and three (3) years of experience in a program related to the area of assignment, or an equivalent combination of education and experience.
  • Demonstrated knowledge of departmental policies and procedures with emphasis on security and emergency operations.
  • Proficient in providing verbal operational directives and writing policies, emergency plan assessments, and after-action reports.
  • Ability to exercise sound judgment related to the use of Special Teams personnel during emergency response or crisis situations.
  • Proficient in developing and maintaining effective relationships with internal and state/local emergency preparedness contacts.
