About the position

This position at Mt. Hood Community College is designed to provide professional support, consultation, and administration of the College's employee relations, labor relations, and performance management functions. The Employee and Labor Relations Analyst will conduct analysis, negotiation, interpretation, and administration of employee and labor contracts. This role involves conducting internal investigations into alleged violations of college policies and procedures, making appropriate recommendations for resolution and/or disciplinary action based on findings. The analyst will act as a resource for staff, providing consultation and guidance to management and associates on various issues, including performance management, corrective action, policy interpretation, and investigations. The goal is to ensure a fair and consistent approach aligned with College practices, policies, procedures, and legal requirements. The analyst will assess, problem-solve, and provide counsel to managers and employees on sensitive human resources and organizational issues, focusing on employee relations, labor relations, and performance management. This includes facilitating collaboration on a broad range of HR issues with various stakeholders, including college executives, managers, employees, union representatives, and other internal or external parties. The role also requires evaluating situations by interviewing witnesses, reviewing policies and relevant documentation, and conducting legal research to identify strategies for the college's leadership response. Additionally, the analyst will work with managers to address and resolve employee grievances, research collective bargaining history, and interpret labor agreements to formulate grievance responses. The position involves providing technical support in preparation for grievance meetings, arbitrations, collective bargaining, mediations, and other administrative proceedings. The analyst will also develop and deliver training on various topics related to employee and labor relations, HR policies, and performance management, ensuring that all employees are informed and equipped to handle HR-related issues effectively.

Responsibilities

  • Conduct analysis, negotiation, interpretation, and administration of employee and labor contracts.
  • Conduct internal investigations into alleged violations of college policies and procedures and make recommendations for resolution and/or disciplinary action.
  • Act as a resource for staff, providing consultation and guidance to management and associates on performance management, corrective action, policy interpretation, and investigations.
  • Ensure a fair and consistent approach aligned with College practices, policies, procedures, and legal requirements.
  • Assess, problem-solve, and provide counsel to managers and employees on sensitive human resources and organizational issues.

  • Provide strategic support and input to the design and improvement of HR programs and services.

Requirements

  • Bachelor's degree in human resources, public administration, or a related field.
  • Three (3) years of experience in employee and/or labor relations.
  • Basic proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Experience working with diverse backgrounds and a commitment to promoting access and diversity.

Nice-to-haves

  • Master's degree in human resources or a related field.
  • Experience with a broad range of human resources programs, procedures, and plans.
  • Experience working with faculty and classified employee unions in an educational or public sector environment in Oregon under PECBA.
