About the position

The Employee Labor and Relations Manager is responsible for developing policies and directing human resources activities, including employment, labor relations, compliance, and employee services. This role ensures adherence to federal, state, and local employment laws while fostering a culture of innovation and opportunity within the organization. The manager will oversee HRIS system accuracy, manage employee relations issues, and support the organization's talent strategy.

Responsibilities

  • Develops and coordinates human resources policies and activities.
  • Audits and reviews company policies to ensure compliance with the Collective Bargaining Agreement and laws.
  • Oversees record maintenance required by law and local governing bodies.
  • Maintains compliance with employment laws and best practices.
  • Administers company attendance and leave of absence policies.
  • Advises management on employee relations issues.
  • Responds to inquiries regarding policies and procedures.
  • Administers performance review programs for effectiveness and compliance.
  • Assists in accident investigations and report preparation.
  • Conducts wage surveys to determine competitive wage rates.
  • Prepares budget for human resources operations.
  • Responsible for retention and engagement programs.
  • Prepares employee separation notices and conducts exit interviews.
  • Prepares reports to reduce absenteeism and turnover.
  • Represents the organization at personnel-related hearings and investigations.
  • Handles routine labor relations inquiries and refers complex matters to management.
  • Conducts initial interviews for employee complaints and gathers information.
  • Responsible for recordkeeping related to hiring, termination, and promotions.
  • Collects data to assess cost and policy implications of negotiations.
  • Conducts surveys and research related to HR policies and compensation.
  • Maintains knowledge of laws related to EEO, affirmative action, and labor relations.
  • Prepares plans, policies, and reports including EEO-1 and affirmative action plans.
  • Assists with contract negotiations and meetings with labor organizations.
  • Supports HR managers in executing talent strategy and succession planning.
  • Provides guidance to HR generalists and management on complex issues.
  • Assists with talent acquisition processes for managerial and professional roles.
  • Analyzes trends in compensation and benefits to attract top talent.
  • Creates learning and development programs for internal employee development.
  • Oversees employee disciplinary meetings and investigations.
  • Stays updated on trends and regulatory changes in HR and employment law.

Requirements

  • Bachelor's degree from a four-year college or university or two years' related experience and/or training; or equivalent combination of education and experience.
  • Knowledge of federal, state, and local employment laws and regulations.
  • Experience in human resources management and labor relations.
  • Strong communication skills, both written and verbal.
  • Ability to analyze and interpret complex information and data.

Nice-to-haves

  • Experience with HRIS systems and data management.
  • Familiarity with Collective Bargaining Agreements and labor negotiations.
  • Knowledge of employee engagement and retention strategies.
