About the position

The Employee Relations Manager at SEPTA plays a crucial role in advising employees and managers on various policies related to discipline, dispute resolution, and performance management. This position involves conducting workplace investigations, conflict resolution, and ensuring compliance with Equal Employment Opportunity and Affirmative Action objectives. The manager will also develop and implement training initiatives to support policy adherence and maintain official records of employee actions.

Responsibilities

  • Investigates employee complaints and prepares final disposition documents in compliance with SEPTA policies, State and Federal regulations, and due process obligations.
  • Serves as an internal consultant to managers for advice on the application of SEPTA policies related to discipline, investigations, and performance evaluations.
  • Oversees consistency in the process and documentation of performance and discipline.
  • Consults with internal and external Legal Counsel to ensure proper due process obligations are met.
  • Directs managers through the conflict resolution process related to existing policies and procedures.
  • Coordinates Post Determination Hearing activities with Hearing Examiners and legal counsel.
  • Develops and executes educational/training initiatives to support policy implementation.
  • Creates and maintains official records of discipline, investigations, and actions filed under applicable SEPTA policies.
  • Complies with all safety and security policies and procedures, promoting the safety of others.
  • Performs other duties as assigned.

Requirements

  • Bachelor's Degree in a related field (social sciences, human resource management, business administration) from an accredited college/university.
  • At least six (6) years of experience in a management capacity in Human Resources, Legal, Civil Rights, or Operations.
  • Working knowledge of management philosophy and union contracts.
  • PC experience with knowledge of word, excel, and database software packages.
  • Excellent analytical, verbal, and written communication skills.
