About the position

The Employee Relations Specialist position at the Georgia Department of Early Care and Learning (DECAL) is a vital role within the Human Resources department, providing essential support services under general supervision. This position is responsible for addressing employee relations issues, performance management, training, and overseeing the Employee Assistance Program (EAP). The specialist serves as the first point of contact for employee relations matters, guiding employees through issues while ensuring timely and appropriate resolutions in collaboration with management. The role involves consulting with supervisors to develop work plans that address performance needs and ensuring that disciplinary actions are handled in a timely manner. In addition to managing the exit interview process and coordinating the performance management program, the Employee Relations Specialist conducts training sessions on various topics to enhance staff performance and effectiveness. The position also requires maintaining an Employee Relations log and submitting it for review, as well as enhancing the training library with locally produced webinars. The specialist works closely with the Senior Human Resources Manager to deliver programs that develop the skills and competencies of the DECAL workforce, ensuring compliance with state-mandated training requirements. This role is crucial in fostering a positive work environment and supporting the agency's goals and culture through employee engagement initiatives and special projects as needed.

Responsibilities

  • Serve as the first point of contact on employee relation issues associated with the agency.
  • Guide employees on ER matters, ensuring management is included in the situation as necessary to resolve issues timely and appropriately.
  • Partner with the hiring manager and leadership to resolve issues.
  • Consult with line supervisors and work with them on developing work plans to address performance needs.
  • Follow up with supervisors to ensure that progressive disciplinary steps are being addressed in a timely manner.
  • Attend disciplinary meetings as the HR representative.
  • Maintain the ER log of concerns related to full-time and temporary staff, and submit to the Sr. Human Resources Manager for review.
  • Manage the exit interview process by collecting exit interview surveys and identifying trends.
  • Coordinate the performance management program, ensuring timely completion of performance documents.
  • Conduct training for staff members on employee relations and performance management topics.
  • Oversee the Employee Assistance Program (EAP) administered by Acentra Health.
  • Work with the Sr. HR Manager to deliver programs that enhance the skills and competencies of the DECAL workforce.
  • Ensure timely delivery of state-wide mandated training on Sexual Harassment Prevention.
  • Enhance the existing library of training videos and books with locally produced webinars.
  • Develop, support, and maintain employee engagement program initiatives that reinforce the company's goals and culture.
  • Assist with special projects as needed.

Requirements

  • Master's degree in a related area from an accredited college or university AND one year of related professional human resources experience OR Bachelor's degree from an accredited college or university AND three years of related professional human resources experience OR one year of experience required at the lower level HR Spec 2 (HRP021) or position equivalent.
  • Two years of experience handling Employee Relations tasks (preferred).
  • Experience working as an HR Specialist or Generalist within a State of Georgia agency/department (preferred).
  • Working knowledge of Federal and State Laws, and State Personnel Board Rules (preferred).
  • PeopleSoft experience is highly desired (preferred).
  • Proficiency in the use of MS Office applications (Word, Excel, PowerPoint, Outlook).
  • Ability to analyze data and create reports from the data.
