About the position

The Energy Program Manager will oversee energy and efficiency resources in the thermal sector for the Public Service Department (PSD). This role involves managing the planning and delivery of thermal energy and process fuel efficiency measures, representing the Department in compliance discussions, and serving as a subject matter expert in thermal sector policy. The Manager will also oversee evaluation and verification processes and ensure alignment between the Climate Action Office and the Department of Public Service.

Responsibilities

  • Oversee planning and delivery of thermal energy and process fuel efficiency measures and programs.
  • Represent the Department in oversight of the proposed Clean Heat Standard.
  • Serve as a subject matter expert for thermal sector policy analyses and discussions.
  • Testify before the Public Utilities Commission (PUC) and legislature as a key witness.
  • Oversee evaluation and verification processes, including third-party consultants.
  • Manage annual reporting responsibilities for all thermal sector programs.
  • Act as a liaison between the Climate Action Office and the Department of Public Service on thermal efficiency.

Requirements

  • Master's degree or higher in environmental or energy studies, engineering, or other quantitative science, economics, law, public policy or administration, business administration, or a closely related field AND one (1) or more years of experience in energy program management, analysis, or development.
  • OR Bachelor's degree in a related field AND six (6) years or more of experience in energy program management, analysis, or development.
  • OR Four (4) or more years as an Energy Program Specialist III with the State of Vermont.

Nice-to-haves

  • Master's degree and/or Juris Doctor degree.
  • Experience supervising, managing, or leading a team.
