About the position

The Energy Program Manager is responsible for executing the strategic plan of the department by assisting the Utilities Director in managing renewable energy projects that align with the Tribe's energy goals. This role involves collaboration with various stakeholders to ensure projects are completed on time, within scope, and on budget, while promoting sustainability and innovation.

Responsibilities

  • Assist the Director in strategic plan revisions to ensure energy projects align with Tribal Council Goals.
  • Help implement the strategic energy plan identifying next steps and projects for the next 5-10 years.
  • Assist in preparing and managing the annual energy program budget.
  • Estimate, budget, and track expenditures associated with energy projects.
  • Process invoices from contractors related to energy projects.
  • Identify future funding opportunities for clean energy projects in alignment with the strategic plan.
  • Manage clean energy grant and technical assistance awards, compliance, and reporting.
  • Assist in the development and execution of renewable energy projects including solar, wind, EV charging, and energy storage initiatives.
  • Prepare Request for Proposals (RFPs) including bid advertisements and contracts.
  • Provide technical support to stakeholders ensuring integration of energy-efficient solutions.
  • Conduct reviews for new construction projects to identify energy-saving opportunities.
  • Conduct energy audits at tribal government facilities.
  • Maintain comprehensive project documentation focusing on cultural sensitivity and community impact.
  • Monitor project milestones and report progress to senior project managers and stakeholders.
  • Research and ensure compliance with regulations related to renewable energy projects.
  • Assist in obtaining necessary permits and approvals for project activities.
  • Identify project risks and propose mitigation strategies.
  • Supervise, monitor, and evaluate the work of Energy technicians.
  • Facilitate communication among internal teams, external partners, and community stakeholders.

Requirements

  • Bachelor's degree in Environmental Science, Engineering, Project Management, or a related field required.
  • 2-4 years of experience in project management, preferably in renewable energy or sustainable development.
  • Project Management Professional (PMP) certification or similar credential is preferred.
  • Washington State Drivers License required.
  • Intermediate-advanced personal computer skills, including word processing and spreadsheet software.
  • Basic knowledge of ARCGIS and/or AUTOCAD for electronic mapping and design.

Nice-to-haves

  • Experience working within Tribal Governments or indigenous communities.
  • Knowledge of sustainability practices and renewable energy policies relevant to Tribal lands.
