About the position

The Engineer 6 - DCL position serves as a statewide consultant for the Louisiana Department of Transportation and Development (DOTD), focusing on the design and approval of repairs for movable bridges, tunnels, and facilities. This role is critical in addressing complex structural problems, including damages, deterioration, and re-engineering for new uses across the state's extensive infrastructure, which includes approximately 8,000 bridges and 1,750 buildings. The incumbent will work independently, collaborating with various stakeholders such as district engineers, design teams, construction crews, and external consultants to ensure the integrity and functionality of these structures. In this capacity, the engineer will assess and implement new technologies and techniques, such as post-tensioning and fiber reinforcement, to enhance the repair and maintenance processes. The position requires a thorough understanding of engineering principles and the ability to evaluate unique structural challenges presented by DOTD bridge inspectors. The engineer has the authority to close bridges and recommend necessary repairs, ensuring public safety and compliance with state and federal regulations. The role also involves significant project management responsibilities, including the design of repair plans, specifications, and construction estimates for complex systems. The engineer will co-manage substantial budgets for state-funded and federally-funded programs, ensuring that all projects adhere to the highest standards of engineering practice. This position demands a proactive approach to problem-solving and the ability to work under tight deadlines to prevent system failures and maintain operational efficiency.

Responsibilities

  • Serve as a statewide consultant for the design and approval of repairs for movable bridges, tunnels, and facilities.
  • Assess and implement new technologies and techniques for structural repairs and maintenance.
  • Evaluate unique structural problems discovered by DOTD Bridge Inspectors and provide recommendations for repairs.
  • Design and develop plans, specifications, and construction estimates for complex systems related to movable bridges and tunnels.
  • Co-manage the annual state-funded Facility Program Major Repairs budget and the federally-funded Highway Priority Program.
  • Review and approve equipment submittals and shop drawings related to designed systems.
  • Provide engineering support during construction, including field inspections and responding to contractor inquiries.
  • Perform final field inspections of new or rehabilitated movable bridges, tunnels, and facilities to ensure compliance with contract documents.
  • Assist in the development of mechanical and electrical consultant contracts and review construction documents prepared by private consultants.
  • Design systems for stormwater pump stations and assist with emergency inspections and repairs of movable bridge structures.

Requirements

  • Possession of a current Louisiana license to practice professional engineering.
  • Two years of licensed engineering experience, or six years of professional engineering experience, including four years in electrical or mechanical engineering.
  • Experience in the design or maintenance of electrical or mechanical systems such as pumping systems, HVAC, and control systems.

Nice-to-haves

  • Master's degree in engineering (substitutes for one year of required experience).
  • Ph.D. in engineering (substitutes for two years of required experience).
  • Experience with AASHTO Movable Highway Bridge Design Specifications.
