About the position

The Engineer 6--DCL (Mechanical or Electrical Engineer) position focuses on the maintenance and design of movable bridges, tunnels, and pump stations within the Louisiana Department of Transportation and Development (DOTD). This role is critical in ensuring the functionality and safety of these structures, which are vital for transportation and infrastructure. The incumbent will serve as a leading expert in the design and rehabilitation of electrical and mechanical systems, overseeing complex projects that require immediate action to prevent system failures. The position demands a high level of expertise in various engineering disciplines, particularly in the areas of power distribution, standby power systems, control systems, and hydraulic drive systems. The Engineer will be responsible for developing plans, specifications, and construction estimates for repair projects, ensuring compliance with state and federal design standards, and maintaining the integrity of movable bridge systems. In addition to design responsibilities, the Engineer will provide construction and maintenance-related engineering services, including reviewing equipment submittals, conducting field inspections, and advising on maintenance procedures. The role also involves managing significant budgets for repair programs and collaborating with other engineers and consultants to ensure project success. The Engineer will be expected to stay updated on new technologies and best practices in the field, contributing to the overall improvement of system operability and safety. This position requires a proactive approach to problem-solving and the ability to work under pressure, particularly when addressing emergency situations or system failures. The Engineer 6--DCL will also engage in miscellaneous duties, including emergency inspections and repairs, and may be called upon to assist with disaster response activities. This role is essential for maintaining the operational efficiency of Louisiana's transportation infrastructure, and it offers a unique opportunity to make a significant impact on public safety and service.

Responsibilities

  • Design of repairs and rehabilitations of systems for statewide movable bridges, tunnels, and pump stations.
  • Develop plans, specifications, and construction estimates for complex systems related to movable bridges, tunnels, and pump stations.
  • Co-manage the annual state-funded Facility Program Major Repairs budget and the federally-funded Highway Priority Program/Operational Efficiency-Movable Bridge program.
  • Review and approve all equipment submittals and shop drawings related to designed systems.
  • Provide engineering support during construction, including field inspections and responding to RFIs from contractors.
  • Perform final field inspections of new or rehabilitated movable bridges, tunnels, and pump stations to ensure compliance with contract documents.
  • Advise district maintenance sections on acceptable procedures for maintaining systems on movable bridges, tunnels, and pump stations.
  • Assist with the development of mechanical and electrical consultant contracts and review construction documents prepared by private consultants.
  • Design systems for building facility projects under supervision, including lighting, power, HVAC, and plumbing systems.
  • Assist with emergency inspections and repairs of movable bridge structures damaged by catastrophic events.

Requirements

  • Possession of a current Louisiana license to practice professional engineering.
  • Two years of licensed engineering experience or six years of professional engineering experience.
  • Experience in design or maintenance of electrical or mechanical systems such as pumping systems, gear systems, and HVAC.
  • A master's degree in engineering can substitute for one year of required experience; a Ph.D. can substitute for two years.

Nice-to-haves

  • Experience with AASHTO Movable Highway Bridge Design Specifications.
  • Knowledge of Tunnel Operations, Maintenance, Inspection, and Evaluation Manual (TOMIE).
  • Familiarity with NFPA 502: Standard for Road Tunnels, Bridge, and Other Limited Access Highways.
