About the position

The Engineer 6-DCL serves as the Program Manager for the Transportation Alternatives Program (TAP) within the Louisiana Department of Transportation and Development (DOTD). This role encompasses both program and project management responsibilities, making the individual the expert on TAP for DOTD and the Federal Highway Administration (FHWA). The position requires overseeing the program's budget, managing project applications, and ensuring compliance with federal and state guidelines.

Responsibilities

  • Manage the Transportation Alternatives Program (TAP) including project management and program oversight.
  • Review, evaluate, and approve designs and plans prepared by municipal entities and consultant engineering firms.
  • Coordinate with other sections within DOTD to ensure timely project execution.
  • Oversee the biannual request for project applications and eligibility reviews for TAP.
  • Work closely with Department personnel to select projects for funding in the TAP.
  • Ensure compliance with federal guidelines and state standards for the program.
  • Develop and update TAP manuals and agreement templates.
  • Represent DOTD in court as a fact or expert witness when necessary.
  • Organize workshops and presentations for the public regarding TAP procedures and funding applications.
  • Oversee the TAP website and ensure it is current.

Requirements

  • Possession of a current Louisiana license to practice professional engineering.
  • Two years of licensed engineering experience or six years of professional engineering experience.
  • A master's degree in engineering can substitute for one year of required experience; a Ph.D. can substitute for two years.

Nice-to-haves

  • Experience in environmental, planning, programming, design, or construction fields.
  • Familiarity with federal transportation policies and procedures.
