About the position

The Pipeline Compliance Engineer at Enterprise Products Partners L.P. is responsible for maintaining a pipeline safety compliance program for regulated hazardous liquids and natural gas pipelines. This role involves interpreting and evaluating the impact of State and Federal pipeline safety regulations, developing compliance processes, and managing compliance-based programs. The engineer will also lead responses to regulatory inquiries and ensure the completion of required pipeline reports.

Responsibilities

  • Interpret State and Federal hazardous liquids and natural gas pipeline safety and reporting regulations.
  • Evaluate the impact of upcoming changes or new regulations and develop compliance-based programs.
  • Develop and annually review the Operations & Maintenance Manual for hazardous liquids and natural gas pipelines.
  • Lead responses to State and Federal regulatory agency pipeline inquiries and notices.
  • Complete and submit all required State and Federal pipeline reports.
  • Provide guidance for the completion and submittal of pipeline safety-related condition reports and abnormal operating condition reports.
  • Support operational areas in preparation for State and Federal regulatory audits and inspections.
  • Coordinate with various departments regarding permitting, project development, safety, One-Call, and Operator Qualification.

Requirements

  • Bachelor's degree in Engineering is required.
  • Two years of experience in pipeline regulatory programs is required; five years preferred.
  • Experience in developing and evaluating effective pipeline regulatory compliance programs is required.
  • Detailed understanding of PHMSA/DOT 49 CFR and applicable state regulations is required.
  • Working knowledge of PHMSA/DOT referenced standards is preferred.
  • Proficiency in Microsoft Office applications (Word, Excel, Access, PowerPoint) is required.
  • Knowledge and practical experience in public meeting settings is required.
  • Excellent communication skills and a results-oriented mindset are essential.

Nice-to-haves

  • Experience in pipeline regulatory compliance programs for five years is preferred.
  • Working knowledge of PHMSA/DOT referenced standards is preferred.
