About the position

The Engineer Program Manager I position is a management-level engineering role responsible for overseeing the preparation of subdivision and entrance plans in accordance with departmental standards. This role emphasizes excellent customer service and involves training, mentoring, and supervising a small team of engineers. The position also requires collaboration with local land use agencies to facilitate a predictable approval process for developers and citizens, ensuring compliance with regulations and standards.

Responsibilities

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Requirements

  • Possession of a valid Delaware Professional Engineering License OR a valid Professional Engineering license from another state, territory, or province.
  • Six months experience as a project engineer in one or more engineering disciplines including Chemical, Electrical, Civil, Construction, Environmental, Industrial, Mechanical, or Agricultural Engineering.
  • Knowledge of staff supervision through coursework, training, or experience as a lead worker.
