About the position

GovCIO is seeking an Engineer/Scientist 3 to provide technical support for the Navy's Fleet Submarine Very Low and Low-Frequency Broadcast Engineering Support team. This role involves installation, maintenance, and troubleshooting of telecommunications equipment, ensuring efficient operation of telecommunication systems, and may include supervising technicians and contractors. The position is based in Charleston, SC and requires onsite presence.

Responsibilities

  • Provides installation, technical expertise, and training for all telecommunications equipment and components.
  • Installs, configures, terminates, and tests all telecommunications equipment, cables, connectors, and interfaces.
  • Performs intricate alignment and calibration procedures to ensure FVLF/LF radio transmitter systems are operating efficiently.
  • Resolves system operational problems by troubleshooting and performing fault isolation.
  • Diagnoses equipment malfunctions and performs maintenance and repairs based upon manufacturer specifications and recommendations.
  • Responsible for engineering and/or installation activities within the telecommunications function including engineering, implementation, diagnostics, and operations/user support.
  • Monitors the operation of Radio Frequency (RF) network systems and transition mediums.
  • Performs complex tasks relating to telecommunication network operations, installation, and/or maintenance for local, off-site, and/or remote locations.
  • Gathers technical requirements, conducts surveys and engages with clients, construction crews, utility personnel, and various government departments.
  • Tests, troubleshoots and repairs circuit boards/cards if required.
  • Proficiently handles wiring and cabling installation and termination tasks.
  • Serves as a technical specialist for the resolution of complex RF Transmitter network problems.

Requirements

  • High School diploma with 9+ years of relevant experience or a BS degree in Software Engineering, Computer Engineering, Computer Science, Electrical Engineering, Mathematics or Physics with 6 years of relevant experience.
  • SECRET clearance required.
  • Ten years of practical experience including electrical engineering support to C4ISR systems.
  • Minimum ten years of experience in design, preparation, and modification of engineering documents and drawings.
  • Understanding and/or experience in Allen Bradley Control Systems architecture, High Voltage RF, Corona Treatments, RF Tuning Networks.
  • Ability to interpret and implement electronic, electrical, mechanical, and installation schematics and drawings.
  • Proficiency in using test equipment such as oscilloscopes and signal generators.
  • Understanding of electrical and electronic theory.
  • Experience in circuit modelling, design, and repair.
  • Knowledge of NAVELEX 0101,110 (series) criteria and its practical applications.
  • Methodical engineering approach with exceptional attention to detail.
  • Understanding and/or experience with PLC programming.
  • Outstanding communication skills.
  • Electronics repair, maintenance, and checkout.
