About the position

The Engineering Manager in Community Development at the City of Torrance is responsible for overseeing the Engineering Division's operations, ensuring the successful execution of engineering projects, and fostering a high-performance team environment. This role involves managing professional engineering personnel, developing project budgets, preparing Requests for Proposals (RFPs), and coordinating projects with various city departments and agencies.

Responsibilities

  • Oversee all aspects of the Engineering Division's operations.
  • Manage the work of professional engineering division personnel, including assigning, planning, and reviewing work.
  • Evaluate work performance and coordinate activities within the division.
  • Maintain standards and allocate personnel effectively.
  • Train staff and recommend and implement employee discipline as necessary.
  • Develop and administer project budgets, ensuring accountability for all revenue generated by the division.
  • Prepare Requests for Proposals (RFPs) for engineering consultants and administer contracts.
  • Implement department programs and capital improvements.
  • Make presentations to City Commissions, the City Council, and Council committees on engineering-related items.
  • Coordinate projects with other City departments, agencies, and utilities.

Requirements

  • Bachelor's degree in civil engineering.
  • Five years of professional civil engineering experience, including managing municipal projects.
  • Experience with public works projects related to highway, sewer, drainage, and water systems.
  • Registration as a Civil Engineer in the State of California.
  • Valid California driver's license.
