We're currently recruiting for a Utility Engineering Program Manager. The primary responsibilities for the job are to direct and coordinate the programs and activities of Surface Water Engineering within the Public Works Department through participation in the development and implementation of goals, objectives, policies, and priorities to manage the stormwater utility and ensuring the city's compliance with stormwater and groundwater regulations. Key tasks will include oversight of engineering budgets, providing guidance to the Utilities Engineering Manager, Public Works Director, and other Public Works management, and supervising senior staff responsible for capital improvement programs, developer stormwater systems approvals, grants management, protection of water resources, and NPDES inspection programs. This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm.

Responsibilities

  • Responsible for all programs and budgets for the Surface Water Management team related to decisions include what, when, and how to direct the programs and resources to provide Stormwater utility services and ensure regulatory compliance.
  • Continuously monitor and evaluate the efficiency and effectiveness of utility service delivery methods and procedures; plan, direct, coordinate, and review the work plan; assess and monitor staff workload, and assign projects and programs; review and evaluate work products, methods, and procedures; then identify opportunities for improvement and review recommendations with Public Works management and Director.
  • Administers and coordinates the Western Washington Phase II Municipal Stormwater (MS4) permit program and serves as the lead staff for some of the permit requirements; compiles and prepares annual report; provide leadership and guidance to other departments as needed to achieve compliance.
  • Select, train, motivate and evaluate personnel; seek and provide training opportunities; work with employees to correct deficiencies; implement discipline and termination procedures. Conduct and approve annual performance evaluations; decide when and how to provide training and career development for staff; conduct corrective actions as needed; determine when upper management and HR involvement is necessary.
  • Prepare and implement long range planning for Public Works systems and necessary improvement for Surface Water to ensure needs are met and that State and Federal requirements are fulfilled. Identify and determine the scope of technical studies needed and the level of planning required to support and inform management of the City's Surface Water Utility.
  • Manage and participate in the development and administration of the annual budget, including capital improvement funding; develop a forecast to plan for additional funds needed for staffing, equipment, materials, and supplies; oversee expanse monitoring, approve expenditures; direct and implement adjustments as necessary. Identify, determine, and prioritize budget items.
  • Coordinate work with other city departments (Engineering, Planning, Fire, CMO, Procurement, Construction, Transportation, CED, IT, Law), other local surface water utilities, local agencies and municipalities, and State Department of Ecology.
  • Represent the City in legal procedures and provide depositions related to Surface Water program activities and State and Federal Stormwater and Groundwater Regulations. Write ordinances for adoption by City council to ensure compliance with State and Federal Stormwater Regulations. Determine language and content to provide appropriate responses to legal questions.
  • Hire and manage consultant contracts.
  • Perform other duties and responsibilities as assigned.

Requirements

  • Five (5) years' experience in relevant role that offers direct or transferable skills in engineering
  • Equivalent to a Bachelor's Degree in engineering or related field
  • Intermediate skills in Microsoft Office
  • Registration as a Professional Engineer in Washington State.
  • Possession of an appropriate, valid driver's license
