About the position

The Engineering Project Manager at CACI will oversee a portfolio of projects supporting NavalX within the Office of Naval Research (ONR). This role requires a highly motivated individual with strong technical management skills to meet complex requirements and deliver high-quality technical support in a cost-constrained environment. The position emphasizes interpersonal and communication skills to build relationships with customers and manage a diverse team effectively.

Responsibilities

  • Manage personnel, cost, and performance of a team of technical professionals and subcontractors delivering solutions to a variety of DoD projects.
  • Closely track financials across all portfolio projects to ensure continuity of funding for the entire team.
  • Create accurate portfolio revenue forecasts.
  • Conduct detailed analyses to identify root causes of financial issues and develop solutions.
  • Plan and coordinate all activities associated with execution of assigned portfolio of projects to ensure timely delivery of all requirements.
  • Support new capture efforts by collecting and analyzing competitive intelligence, researching potential teaming partners, and providing input to capture briefs.
  • Take initiative by self-educating, taking ownership of tasking, and identifying new areas of responsibility based upon team needs and individual strengths.
  • Gather and distribute information to subcontractors and service providers, through initiating, preparing, reviewing, and tracking RFI's, and receiving, reviewing, submitting and tracking status of submittals.
  • Collection and preparation of monthly project status reports.
  • Assisting with project close out.
  • Responsible for the acquisition of services, materials and supplies for assigned projects.
  • Perform market research analysis of materials and resources, develop and revise rough order of magnitude (ROM) estimates, and provide current and historical data for the acquisition of goods and services.
  • Identify project requirements including justification write-ups, sole-source recommendations and technical evaluations, and maintain records of purchased materials and services by tracking purchase date, lead time and cost, and providing monthly reports to the customer.
  • Closely monitor project team performance, including vendors, to ensure that materials and parts will be delivered on time and that the end product will meet customer needs.
  • Collaborate with program manager to achieve socioeconomic goals by contracting small businesses, service-disabled veteran-owned companies and disadvantaged business firms where practical.
  • Responsible for the technical performance of assigned project(s) while assuring product delivery to the customer in accordance with budget and schedule requirements.
  • Monitor and maintain vendor performance related to quality, scheduling, planning and acquisition strategy by compiling an up-to-date vendor list, with qualified processes and technical skills and abilities.

Requirements

  • Bachelor of Science in Engineering or related field
  • 5-7 years of experience supporting engineering projects for the DoD
  • 1-3 years of personnel management that includes technical roles, task management, and customer interfacing
  • Experience managing projects, budgeting, and resource planning
  • Demonstrated technical writing skills
