About the position

The Engineering Project Manager position at Charlotte Water involves overseeing infrastructure projects related to water and wastewater services from conception to warranty. The role requires managing all phases of projects, including planning, procurement, design, and construction, while ensuring compliance with budgets, quality control, and safety regulations. The Project Manager will also serve as a liaison between the public, property owners, and various stakeholders, ensuring effective communication and conflict resolution throughout the project lifecycle.

Responsibilities

  • Manage projects to ensure schedules and budgets are met.
  • Ensure construction adheres to contract documents.
  • Participate in site inspections and progress meetings with consulting engineers and contractors.
  • Resolve conflicts and represent Charlotte Water during negotiations for time extensions and change orders.
  • Complete technical reviews of consultant-prepared planning reports, construction plans, cost estimates, and contract specifications.
  • Coordinate with Charlotte Water operational divisions during project phases.
  • Manage projects via varying delivery methods including traditional and alternative.
  • Select consultants for engineering services and conduct negotiations.
  • Inform the public affected by the project about schedules and address concerns.
  • Conduct pre-construction and progress conferences.
  • Assist the real estate division in acquiring rights-of-way.
  • Generate project cost estimates and update budgets and schedules for multiple ongoing projects.
  • Review accuracy and completeness of invoices and construction payment applications.

Requirements

  • Bachelor's degree in engineering, construction management, or a related field from an accredited school.
  • Five years of related work experience in engineering or construction management, preferably in civil engineering or municipal capital improvement projects.
  • Valid driver's license.
  • Knowledge of fundamental engineering and construction principles.
  • Knowledge of project management tasks.
  • Skill in communication, both orally and in writing.
  • Ability to apply and direct change control principles to project planning and implementation.
  • Ability to quickly learn new software for project management.
  • Ability to develop and/or decipher technical reports.
  • Ability to work cooperatively with other city employees and the public.
  • Ability to apply conflict resolution techniques.

Nice-to-haves

  • Licensure as an Engineering Intern or Professional Engineer (or equivalent credentials).
  • Knowledge in water and wastewater collections, distribution, and treatment process design.
  • Experience with Microsoft Office Suite products.
