About the position

The Engineering Project Manager at Northshore Utility District is responsible for overseeing consultant engineering services related to the planning, design, and construction of capital improvement projects. This role involves managing contracts, coordinating with various stakeholders, and ensuring projects meet regulatory and operational standards. The position requires a comprehensive understanding of civil engineering principles, particularly in water and wastewater systems, and the ability to manage multiple projects effectively under general supervision.

Responsibilities

  • Serve as the primary point of contact for project coordination with consultants, departmental staff, and regulatory agencies.
  • Coordinate and review studies, plans, specifications, and cost estimates for capital improvement projects.
  • Manage consultants during the design and construction phases of projects.
  • Participate in project status updates and engineering department policy decisions.
  • Provide technical support to other departments as needed.
  • Assist with construction support, including material submittal review and pay estimate preparation.
  • Prioritize competing deadlines and resources to ensure timely project delivery.
  • Collaborate with the Maintenance & Operations Department to meet long-term project requirements.
  • Maintain standard plans and specifications for the District.
  • Prepare Board reports and project status updates.
  • Assist in planning and budgeting for capital improvement projects.
  • Develop Engineering Department policies and coordinate with agencies on District improvements.

Requirements

  • Bachelor of Science degree in Civil Engineering or a closely related field.
  • Four years of progressively responsible civil engineering experience managing projects in water and wastewater.
  • Comprehensive understanding of public water and sewer utility operations.
  • Proficient in civil engineering design, operation, construction, and maintenance.
  • Ability to read and interpret engineering drawings, specifications, and estimates.
  • Proficient in project management phases and legal descriptions.
  • Experience with GIS mapping and Microsoft Office Suite.
  • Strong communication skills for interaction with various stakeholders.

Nice-to-haves

  • Experience with AutoCAD and Bluebeam software.
  • Current Washington State Professional Civil Engineering or Engineer-in-Training certification.
