About the position

The Riverside County Flood Control and Water Conservation District is seeking an Engineering Technician II to conduct thorough field inspections to ensure compliance with regulations, project specifications, and district requirements to support the Emergency Management & Government Affairs Division. The Engineering Technician II will primarily be assisting the Registered Civil Engineer in performing both continuous and/or periodic on-site technical and quality control inspections on District public works and federally funded drainage projects during construction. District projects include, but are not limited, to dams, levees, basins, channels, reinforced concrete forms and finishing, street and roadway construction, land grading, installation of precast concrete pipe and box culvert, sewer and waterline repair, traffic control, trench safety, and air and water quality protective measures.

Responsibilities

  • Conduct routinely scheduled maintenance inspections of all federally funded facilities and California Department of Water Resources, Division of Safety of Dams (DSOD) regulated facilities currently under the District's maintenance program.
  • Document observed deviations from as-built conditions and recommend rehabilitation alternatives to the District's Operations Division.
  • Establish and maintain effective and cooperative working relationships with contractors, public officials, and others.
  • Ensure that construction complies with plans, quality control specifications, contract documents, and all applicable federal, state and local building codes, ordinances, and regulations.
  • Observe work in progress to ensure that material used conforms to specifications.
  • Follow proper procedures and perform accurate computations related to on-site materials sampling, and soil compaction testing as well as laboratory testing and analysis.
  • Coordinate and work closely with the United States Army Corps of Engineers (USACE) to perform Construction Inspection duties for federally funded construction projects.
  • May be assigned to perform off-site inspections at pre-cast concrete structure manufacturing plants.
  • May assist Principal Inspectors to prepare and maintain job records, including quantities records, daily logs, schedules, monthly and final payments, change orders and all records necessitated by law.

Requirements

  • Three years of sub-professional civil engineering experience.
  • Completion of college level courses from an accredited college or university in civil engineering or closely related subjects may substitute for up to two years of the required experience.
  • Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering.
  • A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.
  • Possession of a valid Class C California Driver's License.

Nice-to-haves

  • Experience with PDF editors and/or CAD software.
  • Experience with concrete field testing.
  • Experience coordinating closely with the United States Army Corps of Engineers (USACE) and/or Division of Safety of Dams (DSOD) personnel.
  • Experience working on a construction survey crew or as a grade checker.
  • Relevant technical training and certifications such as Air Quality Management District (AQMD) dust control classes, Construction Stormwater General Permit, Qualified Storm Water Pollution Prevention Plan (SWPPP) Practitioner, and American Concrete Institute (ACI) Concrete Field Testing Technician.
