Responsible for the City of Denton's Enterprise Asset Management (EAM) Program including enterprise-wide strategic planning, and administrative and technical duties contributing to the program coordination and implementation. Oversee the development, training, and implementation of Citywide asset management processes and practices. DUTIES Conduct an Asset Management Maturity Assessment and guide the organization to a fully optimized, asset management program. Research and provide recommendations on best-practice asset management and maintenance systems; collaborate with Technology Services and provide technical guidance for the selection, implementation, and upgrade to appropriate technologies for mobile computing, as appropriate. Oversee the City of Denton Enterprise Asset Management System(s) to meet organizational goals including, but not limited to, system development, implementation, maintenance, use, procedures, processes, practices, and development assistance for annual and five-year maintenance and capital improvement programs Citywide. Act as a liaison between executive management, operation and maintenance, engineering, GIS, and IT; collaborate with internal stakeholders to develop and maintain annual and long-range maintenance and capital improvement programs. Ensure system provides a comprehensive and responsive predictive, preventive, and corrective maintenance program/platform; lead continuous improvement efforts to ensure EAM program sustainability. Oversee the collection, upkeep, and quality of all asset data including, but not limited to, asset inventory, condition assessment, risk assessment, and valuation. Establish, implement, and monitor key performance indicators (KPIs); cascade performance measures for supervised areas to assess performance from the department to the individual level. Ensure the Asset Management Decision Support System performs various asset management analytics to support asset management decisions. Investigate asset management performance measured against industry benchmarks and performance indicators; coordinate with leadership and provide necessary data and outputs required to support asset management decisions. Develop business cases to validate and communicate capital investment decisions. Perform risk-based prioritization and validation to ensure optimized capital and work planning. Contribute to overall life cycle planning for the management, rehabilitation, and renewal programs for the individual assets and classes of assets. Build in-house asset management capability by providing mentoring and training programs for City staff. Manage staff and external consultants appointed to undertake asset management projects and tasks. Maintain requested asset management data; prepare reports, graphs, charts, presentations, and other materials to effectively communicate information to employees, City management, committees, and the City Council. SUPERVISORY/BUDGET RESPONSIBILITIES Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal. Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely. Job Requirements EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS Master's Degree from an accredited college or university in Civil Engineering, Business Administration, Information Systems, or related field; and, Three (3) years' experience in asset management program oversight including implementation and maintenance, or related field; and, Three (3) years' experience in project management including planning and budgeting, or related field; and, One (1) year experience in a management or supervisory capacity; and, OR Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
