About the position

ANSER is actively hiring for an Enterprise Data, Knowledge, and Information Technology Manager to work full-time at the Mark Center in Alexandria, VA. This position provides critical support to the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) in overseeing cross-domain solutions that facilitate data sharing between various security domains of differing classifications, service ownerships, interagency collaborations, and partner nations. The role is pivotal in enhancing national and homeland security by ensuring that data management practices are robust and effective across the Chemical and Biological Defense Program (CBDP) Enterprise. The selected candidate will participate in working groups and support activities aimed at advancing ODASD(CBD) strategic objectives. This includes improving the integration and trustworthiness of programmatic and financial data across key defense processes such as Planning, Programming, Budgeting, and Execution (PPBE), Joint Capabilities Integration and Development System (JCIDS), and Defense Acquisition System (DAS). The manager will also support knowledge management initiatives by leveraging agile and resilient defense information technology capabilities to conduct predictive assessments of strategic risks. In addition, the role involves providing acquisition management expertise and consultation for software applications and information systems that are essential in shaping and informing the battlespace against chemical, biological, radiological, and nuclear (CBRN) threats. The manager will assist in integrating information from non-CBRN nodes to support cross-domain solutions and will work to enhance data management practices across the CBDP Enterprise, maximizing the use of data in analysis, analytics, and decision-making processes to improve mission outcomes. The position also requires generating recommendations and outputs to support CBDP Enterprise activities and strategic documents, as well as providing technical analysis and recommendations on a common operating environment.

Responsibilities

  • Participating in working groups and supporting activities that advance ODASD(CBD) strategic objectives.

  • Improving and extending data management practices across the CBDP Enterprise.
  • Generating recommendations and outputs to support CBDP Enterprise activities and strategic documents/processes.
  • Providing technical analysis and recommendations on a common operating environment.

Requirements

  • Must possess an active TOP SECRET security clearance.
  • Bachelor's degree in a relevant field.
  • Experience with developing complex information systems and/or information technology capabilities.
  • Experience with knowledge management and developing data architectures.
  • Experience with the MS365 Suite, including Teams and SharePoint.
  • Experience with the requirements documentation process for knowledge management/information management systems.

Nice-to-haves

  • Master's degree in a related discipline.
  • Experience working within the DoD Chemical and Biological Defense Program is highly desired.
  • Experience with computer programming languages (e.g., HTML, etc.) is highly desired.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification in information technology and/or system engineering.
